Dear BrickLink members,

We are launching a new initiative on BrickLink called the Marketplace Panel,
the initiative aims to achieve an outside-in driven approach to decision making. 

In 4 annual Panel sessions, the purpose is to:

- Ensure and improved prioritization of tasks (development, bug fixes, etc.)
within the Marketplace team, in order to reflect the needs in the Seller and
Buyer community as much as possible.

- To investigate opportunities for improvements to the current setup of the Marketplace.

- To pressure test new opportunities, concepts, legislative requirements, etc. 

- Build future strategic plans for the Marketplace

To start out with, we have invited 8 Sellers and Buyers, going forward it will
be possible for all to sign up for Panel participation (we will have a limit
of 10 members per year though).

We have great expectations for this initiative and hopefully this is something
that more people will want to take part in going forward.


The first Panel meeting will take place on May 20th. We will be sharing minutes
with all of you after each of the 4 annual meetings.

Dear BrickLink members,

Starting Tuesday May 11, BrickLink will enable VAT collection for goods imported
into the UK and Northern Ireland to comply with the new Brexit marketplace rules.
Below is an overview of what this will entail.

Changes at a glance:

* The UK will be excluded from the EU country list and will have its own VAT
regime (like Norway). UK buyers will see VAT exclusive prices from EU sellers
and EU buyers will see VAT exclusive prices from UK sellers. UK buyers will see
VAT inclusive prices from UK sellers only.

* BrickLink will collect and remit VAT on orders up to a value of £135 imported
into the UK and sold to consumers. There will no longer be a VAT exemption for
small consignments up to £15. In this case, the payment method will be restricted
to onsite methods only.

* UK VAT will be added during the checkout process or at the receipt of the final
invoice and will not be included in the item price.

* Where BrickLink is responsible for collecting VAT on orders sent to a UK delivery
address, this amount will be shown separately at checkout.


What this means for you:

* For each qualified transaction, BrickLink will provide a separate VAT invoice
that can be used as proof to customs that VAT has been sufficiently collected.

* In case of refunds, we encourage sellers to use the BrickLink refund feature
to ensure the correct amount of VAT gets refunded. The refund page can be accessed
from the Issue Refund link on the order detail page.

* If you are a non-UK seller and you want to sell goods to UK buyers, you should
opt in to at least one of BrickLink’s onsite payment methods.

We had another incident this week of a buyer indiscriminately adding thousands
of lots to their cart and checking out, and then proceeding to do the same in
multiple other stores until their account was shut down.

Normally this is little more than a nuisance to experienced sellers, who simply
cancel the order, return the stock and then move on. But recently we've had
several cases where orders were so large that the system timed out when returning
the lots to the inventory. One of our major sellers was down for weeks as we
tried to sort out this mess. It was time consuming for us, and a nightmare for
the seller. This week it happened again, but we were better prepared and they
only lost a weekend, and not a month.

We have a feature called a Lot Limit that will prevent this from happening, and
I encourage every seller to use the feature in the interests of safety. 1000
lots is recommended, and up to 2000 if you think you would ever process an order
that large.

Above 2000 lots is really rolling the dice. Consider that people have trouble
parting out set inventories over 1000 lots due to timeouts.

By the way, the lot limit feature takes batches into consideration. So with a
1000 lot limit in place, if someone places an order with 800 lots, they are limited
to 200 lots in the next batch. And they cannot place another order until you
have taken action with the order status.

So please consider using this feature in your store, even if you are a smaller
store. You never know how fast you might grow and be caught off guard.

In response to the feedback dispute raised in the Forum last week, we are pleased
to announce there has been a resolution to this issue. One of the most effective
methods of feedback removal is not listed in our Help Pages and that is simply
that the administration negotiate an amicable solution between the two parties.

In this case all feedback from both parties and both orders (yes, 2 orders were
involved here) will either be removed or blocked. We have also asked each party
to not continue to press this matter in our Forum or in spaces beyond BrickLink.
Both parties willingly agreed to this solution.

We are planning on releasing a statement next week to share some history of our
site’s feedback system and the rationale behind our current Feedback Removal
Policy.

the newest member of our BrickLink staff, Tanja Friberg. Tanja steps into the
new role of Community Engagement Director that was promised last December in
the “Looking to the future of BrickLink” video:

Tanja comes to us directly from Billund, Denmark, where she has worked for the
LEGO Group for 9 years, for the first 3 ½ years as part of LEGO IT, heading up
Project Management and for the past 5 ½ years in AFOL Engagement heading up among
other things, the LEGO® Ambassador Network (LAN) and the LEGO® Certified Professional
program. LEGO fans have had a chance to meet Tanja face to face at conventions
and various other fan events around the world.

More recently, Tanja has been a part of the core group of LEGO Group employees
who interfaced with BrickLink staff during the AFOL Designer Program, and since
then she has been instrumental in onboarding the BrickLink unit into the LEGO
Group and developing our leadership potential.

We’ll let Tanja herself say a few more words about herself, and then open up
the thread for questions. But before then, to end this official announcement,
I’d like to say that today is one of only a handful of red-letter days for BrickLink,
where BrickLink history can be seen to have shifted dramatically.

We’ve had other community-type positions in the past, but nothing like this where
a full-time employee at this level is dedicated solely to our relationship with
the community. And we’ve never had someone straight from the halls of Billund
move halfway around the world to come and take a seat among us. We’re very, very

We've had many reports recently of long wait times for New Seller Verification.
The main reason is that we have a backlog of requests at the moment - more than
usual - but an additional reason is because some of your requests were being
reset by the Help Desk as they were merged with new reminders from you.

Essentially, some of you were losing your place in line by inquiring as to the
progress of your request. This was in no way intended and we have as of today
changed our internal process so this will not happen in the future.

In addition, we will go through about 500 current requests to find which of you
were disadvantaged in this way, and then we will move you to the front of the
line where you should be.

We apologize for this error, especially for any established sellers this happened
to because they changed their country location. For those cases, we have decided
to allow a second account for buying internationally. If you are one of those
affected sellers, please contact me directly.

Dear BrickLink sellers,

Next week we will slightly adjust our Seller Terms of Service to allow us to
bill seller fees to every account at least once per year. This is necessary moving
forward because the VAT we collect on fees needs to be settled every year.

We consider this a minor change and will not require that you click to agree
before accessing your account. By continuing to use the site after the terms
have been changed, you agree to the new terms.

Here is the old section of the Seller Terms (from 1.3.2 / Billing) followed
by the new text that replaces it:

Original:

We will not send a bill if the amount to be billed does not exceed the minimum
bill requirement. The term “minimum bill requirement” differs depending on your
location: you will be billed if your current balance at the end of a billing
cycle is at least $5.00 if you are located in the USA or at least $10.00 if you
are located outside of the USA. If your sales for the current billing cycle have
not reached the minimum bill requirement to generate a bill by the end of the
month, your Fees will continue to carry over to future billing cycles until the
minimum bill requirement is met.


New language:

We will normally send an invoice only if the amount to be billed reaches a
certain threshold. This threshold differs depending on your location. For sellers
in the USA, the threshold is $5.00; for sellers outside the USA, the threshold
is $10.00. If your billing amount for the current billing cycle has not reached
the threshold, your balance will be carried over to future billing cycles until
the threshold is reached or until the end of the calendar year, whichever comes
first. We may also generate a manual invoice for you at any time.

We've read the concerns that many of you have about what the landscape will
look like for BrickLink sellers and buyers in the UK after Jan 1, 2021, especially
regarding VAT. We have assembled as much information as we know at this point.
Some of this was finalized just this past Friday, so you are getting very up-to-date
info.

VAT on BrickLink fees

We have recently applied to HMRC for UK VAT registration. We don't know if
the registration will be completed before Jan 1, but VAT will be included in
invoices to UK sellers starting with the Jan 5 billing cycle. The invoice may
include a note that our UK VAT ID is pending. Practically speaking, this will
just carry on the VAT fees we have been invoicing all EU sellers for the past
several months.

VAT on order value - UK Seller shipping to UK

BrickLink will NOT be charging VAT on such transactions unless the seller
is VAT registered. This is the most significant difference between UK VAT and
US state sales tax. Due to the very high VAT threshold for UK businesses, very
few UK BrickLink stores are VAT registered. For those that are, they already
charge VAT, so there should be no material change for buyers going forward.


VAT on order value - Rest-of-World Seller shipping to UK

For orders up to 135 GBP, BrickLink will add 20% VAT and will charge this as
part of the financial transaction. The format may change slightly from what we
are doing with US sales tax since the third party facilitator and government
rules may be different, but essentially, UK buyers who buy from overseas BrickLink
stores will need to pay 20% more up front for their orders.

The idea is that this tax is IN EXCHANGE for what buyers would otherwise pay
in customs duties upon entry of the package into the UK. There is also no lower
threshold, which means that even small packages only worth a few pounds would
still require VAT to be paid. However, there is a genuine hope that customs FEES
will also be waived in the case of such orders, which would cancel out the effect
of having no threshold.

For orders over 135 GBP, VAT will not be collected by BrickLink, and these orders
are intended to go through customs as normal, with the duties and fees collected
as before.

In practice, we do have concerns about buyers being charged twice for VAT, and
we realize that when we start collecting the VAT, that we are then in the middle
of the situation, which is a position BrickLink has not normally had to take.
But we don't really have a choice in the matter, unless we were to block
such sales - and that is something we have decided not to do.

There is also the situation with orders going between Northern Ireland and the
rest of the UK. There is no resolution to that matter as we speak, but it would
present a significant problem for us to have to deal with such orders in a unique
way.

Another matter that is still unresolved is the timing of when we will start charging
VAT on order value. We will need to set up the system, test it, and deploy it.
Our target is the end of March, but that deadline is dependent on a number of
things we do not have control over.

As 2021 approaches, we will reach out to you with more details as we know them,
and of course you are always welcome to ask for clarification on any of these
points.

On October 1, 2020, we successfully started collecting sales taxes on all orders
shipping to the states of Connecticut and California. This is a notice that we
plan to add another 40+ states to this program in the coming weeks and months.

start collecting for each state.

Due to our current deployment methods, we will likely be adding states in small
groups every couple weeks. The order in which states are added depends on several

the Forum.

For those of you asking about exemptions, we are planning to tackle that subject

Tomorrow, Oct 1, we plan to deploy our latest development to the live site. This
gives the site the ability to collect US sales tax from all transactions going
to certain states. We will begin with two states (Connecticut and California)
and add more in the coming weeks and months.

This feature was announced at the beginning of August, but the Help Page covers

To all BrickLink sellers:

On October 1, we will start collecting sales tax for all orders being sent to
an address in the states of Connecticut and California. This was announced in
August, and you can find a comprehensive set of FAQs on the subject here:

In addition to requiring an onsite payment method for all orders being sent to
CA and CT, we will also require that any seller sending an order to these states
have a normalized address. This is necessary for the third-party solution we
are using to calculate the sales tax. Currently about 9% of all affected sellers
will need to adjust their address before being able ship to these two states.

Address normalization should not be a major obstacle for any seller. If your
address is not normalized, simply navigate to your store settings (Management
tab) and follow the instructions. We have created a “Seller / Business Address”
field in the database and this is the address that must be normalized. The address
on your account (“Buyer Address”) will not be affected and can be changed independently
of the Business Address.

There are some restrictions on changing the Business Address once the address
is normalized. If you change the “Country” field in this address, your store
will automatically be closed and you will need to undergo New Seller Verification
to regain the “Verified” trust level to reopen your store. There is a warning
given about this in the address change form.

In addition, we expect that the Business Address will not change often and that
it will be considerably more stable than the Buyer Address. Any changes to the
Business Address will be logged separately from other address changes and will
be stored in our system for admin use for an extended period of time.

The first two screenshots below are warning messages for when a seller address
is not normalized/registered. The last three show what happens if a fake address
is entered by the seller and what the buyers will see as a result. When the tax
is shown as zero in a state we collect taxes in, this means the buyer cannot
check out.

Please post comments related to these changes in this thread. In the case of
bugs or other unexpected behavior, please post to Technical Issues. The address
normalization feature is now live.

Hello everyone,

We just released a new feature on BrickLink as a way to hear more directly from
you, our illustrious members. It's a pop-up that leads to a satisfaction
survey similar to what one will encounter from time to time on LEGO.com.

What I'm looking for at this point is verification that people are seeing
these pop-ups and any other feedback concerning how well they work. They are
triggered from almost every page and are timed (we hope) so that people don't
get them too frequently.

In a couple hours we will switch the default VAT rate for the Republic of Ireland
from 23% to 21%. This is the second European country we have switched VAT rates
for so far:

There are no Irish sellers who currently have a VAT enabled store on BrickLink,
so we will not need any downtime to handle the transition. However, we are giving
notice to any Irish sellers who calculate VAT manually that they should make
sure they use the lower rate.

Dear BrickLink members,

Today, we will further our Covid-19 commitment to you that the BrickLink site
would be ready and available for you to use during this difficult time. Specifically,
we will provide additional relief to help some of our most vulnerable sellers.

Originally, we were planning to charge VAT starting August 5 on fees generated
for orders placed on July 1 or later. We have decided to delay and consequently
also to absorb the costs related to the charging of VAT to EU sellers between
now and September 4. On September 5, invoices will reflect VAT charges on BrickLink
fees for orders placed on August 5 or later.

We remain focused on serving the BrickLink community and hope you will appreciate
this decision. Please refer to the FAQ which has been updated accordingly:

Dear BrickLink member,

Over the next few weeks, BrickLink will undergo some changes that will affect
our membership. These changes are necessary for our platform to be compliant
with sales and use tax and VAT legislation where applicable. We also feel they
will help build our reputation as a well-regarded ecommerce site. These changes
are broken down into three categories outlined below:

1) We will begin to collect sales and use tax in the United States. We have already
registered in two states – Connecticut and California – and we plan to register
in more states within the next few months. All orders shipping to an address
in these states, even from stores outside the United States, will be subject
to this tax requirement. We anticipate BrickLink will start collecting this tax
by the end of September.

2) We will begin charging VAT on BrickLink fees to EU sellers who have not enabled
the VAT feature on BrickLink. The first invoice date this will take effect on
is Aug 5, 2020. All VAT-enabled EU sellers will now have their VAT registration
checked by BrickLink.

3) We will soon present you with a revised Terms of Service. You will have about
a week to read the new terms before the terms go into effect on Aug 4, 2020.
The major changes are related to the charging and collecting of taxes and the
change of company from BrickLink Limited to LEGO BrickLink, Inc.
