You've no Store Terms and Conditions and Shipping Policy.

You can add a manual invoice shipping method for items missing dimensions in
the Catalog. These aren't eligible for instant checkout.

You can do a OCR and select the reason 'Buyer no longer wants to order'
and cancel the order immediately and move on.

A NPB is unjustified because your buyer paid.
If you start a NPB and the buyer shows proof of the initial payment the NPB will
be cancelled.

Just cancel the order without making it more difficult than necessary and move
on.
  
I left it on the buyer to cancel the order so if there was any issues such as
negative feedback, there was a log on how the order came to be cancelled.

I also communicated through Bricklink so that messages can be seen on the order
should an issue come up.

Good advice on just cancelling it myself. I guess I was concerned that if I initiated
the OCR that the buyer could leave negative feedback.

The buyer can leave feedback unless a NPB is completed.
The more hoops you want the buyer to jump through for the cancelation the more
risk you have receiving a negative feedback.

If a buyer communicates friendly and asks for cancelation I would cancel the
order, without feedback.

Refund the payment.
With the edit order button you can change the payment status as none. Change
the order status to ready.
In the Problem Order link on the Order Details page you can follow the steps
to cancel the order.

Not sure, but if APO/FPO/DPO is selectable between the ship to countries you

You need to refund the complete payment. It's part of business costs.

Or in the settings of the orders received page you can select Separate payment
status from the order status.

Members have to follow the law. Fraud isn't tolerated. You can report the
member to Bricklink.

To be specific. Unexpected high shipping fee is not one of the reasons listed.
"Shipping fee too high" is not the same thing. Too high according to what? You
might think it's too high but the Postal service does not.
Point is, the wording should be changed.

If the Seller provided a shipping fee that was too high (not clearly stated in
T&C), then it's higher compared to what's stated in the T&C of the store.

Is it an instant payment order?
Is the buyer trying to pay in one of the few currencies you don't accept?

I meant to say this... They've asked me if I can see the order but they haven't
placed one for me to process. I've been looking in my settings trying to
find out if I've got it set to something like 'only allow insant payment'
or something like that but I can't find that option.

  I've checked currencies
and I haven't disabled anything. I'm wondering if its something like
the minimum order amount or something, but he would have been told that when
attempting. I'll ask what it actually says when he attempts to pay.

The bigger concern is that nobody can order from me. I've started relisting
everything recently as I'm clearing my stock and giving up with bricklink
and had 2 sales almost instantly without much stock listed... then nothing, apart
from a guy saying he can't process.

I'm reluctant to start asking the customer more questions about whats happening
at their end as they seem really off.

Maybe the buyer doesn't have a PayPal account?

For the new Bricklink sales tax feature Stores need to accept PayPal Onsite.
If they don't they can't ship to you and use the sales tax feature.

These kind of messages keep popping up, looks like a lot of sellers don't
know anything about this.

It could say something about the use of PayPal Onsite by sellers.

  Isn't it time that BL sends out a message to all sellers about this?

Why shouldn┬┤t a byer have the option to chancel an order, right after he received

After the chancellation no review is needed as well IMHO. Negative review will
result in a negitve one from the other part as well.

Or even the next step: Every store has to offer at least some fixed shipment
calculations for the countries they ship to. Quotes should only be an extra option.

Just my 2 cents. I feel sad about such an outcome.
