That's not possible to create a quote.

Have you also enabled the Allow Quote Requests checkbox within your
available manual invoice shipping methods?

That's strange. I tried to purchase something from your store, but I didn't
see the option to request a quote. Unless I am mistaken, if you have quotes enabled,
buyers should see a "Request Quote" button at the last step of the checkout process.

That's exactly what a quote is. The only difference is that the customer
has to find all the things in your store, put them in their cart, and check out.

cheers - just got a neutral as I hadn't got round to leaving feedback and
have been told in no uncertain terms that I should have left feedback promptly
for the buyer. I was just checking really as I do leave feedback its just been

If you haven't paid yet the system automatically adds a batch#2 (etc) to

You've no Store Terms and Conditions and Shipping Policy.

You can add a manual invoice shipping method for items missing dimensions in
the Catalog. These aren't eligible for instant checkout.

for them to submit OCR. I let them know that if OCR was not submitted so that
I could agree to cancel it, the order would go into Non-Paying Buyer status.

You can do a OCR and select the reason 'Buyer no longer wants to order'
and cancel the order immediately and move on.

A NPB is unjustified because your buyer paid.
If you start a NPB and the buyer shows proof of the initial payment the NPB will
be cancelled.

Just cancel the order without making it more difficult than necessary and move
on.
  
I left it on the buyer to cancel the order so if there was any issues such as
negative feedback, there was a log on how the order came to be cancelled.

I also communicated through Bricklink so that messages can be seen on the order
should an issue come up.

Good advice on just cancelling it myself. I guess I was concerned that if I initiated
the OCR that the buyer could leave negative feedback.

The buyer can leave feedback unless a NPB is completed.
The more hoops you want the buyer to jump through for the cancelation the more
risk you have receiving a negative feedback.

If a buyer communicates friendly and asks for cancelation I would cancel the
order, without feedback.

Refund the payment.
With the edit order button you can change the payment status as none. Change
the order status to ready.
In the Problem Order link on the Order Details page you can follow the steps
to cancel the order.

Not sure, but if APO/FPO/DPO is selectable between the ship to countries you
should be able to add a new shipping method.

You need to refund the complete payment. It's part of business costs.

Change the order status to ready.
Or in the settings of the orders received page you can select Separate payment
status from the order status.

Members have to follow the law. Fraud isn't tolerated. You can report the
member to Bricklink.
