That's a know quality issue. Many tires from the end of 90s to the early 2000s are oily and sometimes sticky. No matter if there were used or not.

Well, the plastic supports under the contacts improve the handling and quality of the electric connections. Therefore I would say "yes", there is a functional difference.

Unfortunately, I don't own a 3241c+. It is hard to find, because it was only produced in 1985. And BL doesn't distinct between the two types, it is difficult to selective [...]
