That element number is already assigned to the part and has been there since
the item was originally added to the catalog.
If you want to see if an element number is already known in the system, just
type it into the search box at the top of every page. If it is known, the item
with that element number will appear in the dropdown list that automatically
appears.
Once you know the element number is _not_ in the system, you can then have it
added using the standard form at
