Could be that Lego considers Metallic Gold as a decoration and that is why it
is named "Parabola 6X6, No. 13"? as it only uses the No. designation for decorated
elements as far as I know.
And in that case the Design ID 73589 is not the mold ID.
For example:

Has Design ID 69603
But it is just:

Lego uses different design-id's for trans- and metallic colors.
So it's not because it's been seen as decoration.

No, just for metallic versions of regular parts, since BrickLink does not consider
these patterned parts but unique colors. So Design IDs for Metallic Gold, Metallic
Silver, and soon-to-be Metallic Copper can be added. Most of them (if not all)
already have been added.

No (at least not right know).
The item IDs for metallic gold and metallic silver have been added in the past
for some parts, maybe because they are listed like plain parts on BrickLink,
so I'm just following the tradition here.
