| I have been dealing with two problematic orders from the same seller for a couple
months now, and had finally reached an agreement with the seller for a refund
amount. However, when the seller sent that refund, he sent it as a payment, not
as a refund through Bricklink or Paypal, resulting in the refund being about
$10 short.
The problem is, Bricklink went ahead and removed the NSS complaints I had to
have out on those orders! Is this standard practice for the help desk? What next
steps do I have in this scenario? Rarely ever are there orders when I place orders
through the amazing sellers of Bricklink, so this is very new to me. I have never
had this happen before, and I am quite beside myself...

It was $10 short because you had to pay PayPal fees on it? Just to be clear.
I don't think it's surprising that BrickLink removed the NSS alerts.
Maybe file a PayPal claim for the missing amount, if you haven't already?

Here on BL you can do nothing more and BL itself will do nothing more.
But now the seller could open a claim with Paypal for non-delivery of whatever.
You have no proof of shipment. You can now let it rest and hope that he also
does nothing more. Then you have lost $10. Or you can send the money back and
open two cases for non-delivery.
But in any case, first make a phone call to Paypal!

That's why I cannot fathom why Bricklink would remove the NSS! It was a very
irresponsible action on the helpdesk's part...

I don't know the normal process of an NSS. Perhaps it was time to close the
case. But you should be informed about it beforehand by BL. Can it be that you
have overlooked the email?

Why not file a Paypal claim for the original order(s)? They essentially have
an order for you now and can file a claim against you if you never deliver anything
against that payment. Whether they would or not, who knows.

| NSS:
I would forget the NSS, it's not worth pursuing for the remaining $10.
PayPal:
Ask the seller why the refund was $10 short. Could be a mistake. Also, check
the sellers terms to see whether or not PayPal fees are refundable, it could
explain the difference.
The seller goofed by not refunding your order and sending it as a separate payment
instead. *NEVER* do this as a seller. You could open a PayPal claim for the entire
amount you paid if you wanted to. If you can't resolve the issue you could
also open a PayPal claim for the remaining $10.

If the seller sends a refund the buyer should remove the complaint.
A seller can send proof of refund and the complaint will be removed.

If you can't come to an agreement with the seller for the $10 Paypal fee
you can try to appeal the removal:

A Paypal dispute is possible up to 180 days.
