For information, all these new VAT schemes (NO, UK, EU…) were discussed, voted,
and published and explained, especially to all the main postal services, years
before they were effective.
They had years to prepare (not like with recent events).
The EU one was even postponed 6 months because of COVID and “oh dear, oh dear,
we’re not ready!”
If a country had to wait for other countries’ postal services to be ready, that
country wouldn’t be able to make any change ever.
No one is ever ready for change, and it’s never their fault.
DHL isn't a viable option for shipping to anywhere to be honest, they charge
£25 just for customs processing. Having spoken to Royal Mail (the only cost
effective postal service to ship outside the UK) they don't seem to have
any way of doing this electronically, for Norway, although they do for IOSS for
EU shipping but it took TWO years before this was working properly and most UK
sellers halted shipping (including me) to the EU for that reason.
Perhaps there is some pressure your organisation could apply to Royal Mail or
at least open a discussion with them in order to advise your significant UK seller
base as Norwegian buyers are being put off due to this. This VAT collection
regime should not really have been put in place without at least all relevant
country's postal services being able to deal with it.

you can add these numbers. Which was a function we didn't know about. Maybe
Royal Mail has a similar option?

The same happend to me on my first order after the new system, seller forgot,
and did not write VIEC number on the outside.
The cost for handling at the post office you wont get refunded, but it should
be Bricklink's task to refund the taxes if you got proof of payment. It have
happen me a few times on ebay and its really easy to get them to refund taxes
as long as you have a copy of the recipt for paying taxes at Norwegian post office.

This contradicts what has been said above. Which one is it; MUST or MUST NOT?
MUST: registered on the CN 23 electronically (will not be visible on the printout)

Same as shipping from Norway to EU. Which did not work very well in the beginning
either as the Norwegian postal service had not made it possible to register the
number electronically in the start, but (except for Sweden) works very well now.
In Sweden they will charge VAT again if they suspect something is wrong, and
if you complain and document that all were correct, they will answer something
like "Yes, we can see that your information is correct, but since we charged
VAT, something must be wrong" And they will never admit that it was themselves
that made the mistake.
I'm trying to fill BL VOEC 7digit number in UPS site and it says format is
wrong.
So, I tried to add NO in the beginning and it didn't work, also played with
MVA and didn't work either.
So, is BrickLink's VOEC/TAX ID wrong or is it UPS site wrong?

from what I understand, in the profile image changing area, you can choose from
several default profile pictures instead of uploading one. In theory those should
work even if the custom pic upload thing is broken
