Blocking feedback only works if the buyer tries it with a second account.

You could contact the buyer offering to mutually remove the feedback.
Personally I wouldn't leave a neutral after a cancellation request.

Are there any strange characters in the conment or remark fields?

Can you complete the NPB without adding the item again?
You can add it afterwards separately from the NPB process.

works. I have hundreds of parts to notify about, but I think some of them have
already been purchased by other buyers.

Hee José, waarschijnlijk heeft de koper op paid gedrukt voor dat er
betaald is, heb ik meerdere keren gehad, er kan dan niks meer ingevuld worden

Now it suddenly works again. Very strange. But I will keep in mind the possible
"paid" issue.

Met de Edit order knop kan je de betaalstatus aanpassen waarna je de kosten kan
invullen.

With a Quote the items aren't reserved. The complete Quote is cancelled when

I really shouldn't hafta do this, since just looking at the Orders Placed
page shows the PAY Button to the buyer. But, I confess to being a bit anxious
to receive this payment. I don't wish to be pesky or annoying.

Being patient, I usually wait 30 days before I add one more dollar to the shipping
charge and Re-Invoice. Just recently, I was lucky enough to receive a payment
that was 90 days overdue (and had 2 dollars added to the repeat invoices).
