On the 4032 page, it says there's a variant that can't be attached to
a stud. I guess it's the 4032b, but I don't see why.

Nope.

The note on 4032 is about a variant that’s not easily distinguishable.  The only
difference is that its underside tube doesn’t connect well on a stud.

4032b has a different form for the axle hole and can thus easily be distinguished.

LEGO used x-shaped axle holes from time to time.
They like to try things.

If you look more closely where/when the round plate variants are used, you’ll
see that b is only used in one set in 2023 and the previous one was in 2011.
4032b was used for 10 years and then abandonned… and now it seems it’s been resurrected.

It’s annoying for us when moulds come back like that, because we often can’t
tell the difference between the periods.

Another example is
 
Part No: 4079  Name: Minifigure, Utensil Seat / Chair 2 x 2

Parts: Minifigure, Utensil
The older version is without sprue mark, then LEGO changed the mould and put
a big mark on the seat and it’s been back without the mark since a couple years.
If you find a seat without mark, you can’t tell at first sight if it’s an old
one or a very new one.  That’s important for some people to have parts from the
right period.
(I guess you may be able to tell the difference with the tiny markings but I
haven’t checked.)

So, anyway, the answer is: we don’t know why they do that, they just do it, and
the catalogue tries to keep up.

pending. In other words, it was just accidentally added to a 2023 inventory that
is still being worked on. The b variant is not back.
