Okay, it's a little confusing. The torso matches the Bricklink parts below:

But when you look at the the image of the minifig in the set the flowers are
white. So what minifig does this torso belong to.

It is just the orange torso color bleeding through the white ink to make it look
off-white. Not all of them are printed with the same white density.
