I opened a NSS against a seller that ignored 3 messages about sending the wrong
accessories.

After 5 days I just got a notice:
Status of order ### was changed from NSS to Pending by BrickLink Administration
on May 10, 2023 12:56.

Reason: (None)

I still have not heard back from the seller that they will refund the part or
send the correct part. How do I find out why the NSS was changed.

Do I just initiate a claim with Paypal directly for a partial refund?

send that I had to buy from another seller. I'll file with Paypal.

It's a bit harsh, I mean:

* is this accessory included (in the Minifig?), as much of them aren't,

* is the missing value relatively important?

You may not wish to run a PayPal claim for $0.20 on a $100, that's be tough,
and a lost of time.

The accessory is included in the minifigure.
In this case I am trying to complete a specific set so the accessory needs to
be correct and I already ordered it from another seller.

To be clear my request to the seller was to send the correct accessory.

If the value is not important then the seller should have no problem refunding
the value of the part correct?

In general it depends on the type of order for me, if I'm ordering some bulk
for some project I'm not worried if I order 200 parts and it's off by
one or two, but if I'm ordering specific parts for something or specific
minifigures then I need the order to be correct.

In the end I think the seller at least should have the courtesy to respond.

Yeah, I think that's my real lesson, I need to carefully check feedback first.

As I said further down, this is really my first negative interaction on BL so
I'll chalk it up as a lesson learned.

It may depend their Terms; some parts are worth $0.01, this can be a problem,
even a technical one.

But yes, they could at least reply and do something.

On the other side (but I don't know the details) pressure on forum, NSS or
PayPal claim for a (relatively) low value may not give you the best reaction
from this seller, and sellers in general.

More generally, shops responsability is "AS IS" as they often write;
a shop shouldn't be responsible for any liability, damage, loss of business,
extra costs - etc - (for more than the error value) if by mistake they don't
send you the exact order.

IMHO, always.

if I knew it was wrong, there is nothing in their store terms about that, the
missing part was 30% of the value of the figure.

Oh then it's not minor, and yes they should reply at least, agreed with you
on this since the beginning.

Otherwise, remove the Neutral if you still can, give a Negative, set Least Favorite
and move on; some rocks are impossible to move, and time and energy are precious.

In the grand scheme this is pretty minor and it's my first negative interaction
on Bricklink so I'll just chalk it up as a lesson to read the feedback for
sellers more closely, he has a bunch of negative feedback from the same issue.

Sure, especially if the order has some importance to your eyes (or your wallet).
If it's really crucial, and in case of doubt, send a message to the seller
first.

I'm sure you'll build your Best/Least favs shops and use it. And often,
reliablity is better than price

IMHO

Does the order on your Orders Received page show the minifig as with or without
the accessory? If it shows it without, the seller shipped you what you ordered
from him. They are not under any obligation to ship an accessory if the order
detail does not show an accessory.

It boils down to this: If you added the minifig without accessory, instead of
an identical minifig with accessory, to your cart, then you don't have a
valid complaint. Properly reading the message on the seller's store inventory
is your responsibility.

Here is some general advice for buyers.

Never buy from someone with below 99.5% feedback rating. I say this as someone
who spends 4K a month on the site.

My experience has been that if feedback is below 99% (unless it is a one time
fluke/unfair feedback), the seller is completely unprofessional with rare exceptions
(can count on one hand) and fall under one of these categories.

1.) Lies about condition of items. Sells used as new.
2.) Poor storage condition. Smoke/pet/scratching.
3.) Makes mistakes with orders and refuses to correct.
4.) Takes an excessive amount of time to ship orders.

To answer your specific question, why did status change? The seller made up some
excuse/lied about why NSS needs to be changed and admin just went along with
it.

Unless it is a high dollar accessory, I wouldn't worry too much about it.
Yeah, it is disappointing, but not worth the headache of having to go through
a whole process for 50 cents.
