Seller Ships to My Country Store: Stark-Neo's Brick House
i got an order and looked up his profile card and he has a red icon =member cannot
buy. do i cancel the order?

Not sure what exactly happened but if I understand the situation right:

1) He bought in your store.
2) (Probably shortly) after this his buying privileges were revoked. Otherwise
he would not have been able to buy in your store.

-- I would invoice him the regular way. If he does not pay you can start
a NPB to prevent from negative feedback.

Right, so don't just cancel the order unilaterally - because then you won't
be able to start an NPB and the buyer can just go ahead and give you negative
feedback
