My Kobe that is pictured came in 3563 and doesn't have sideburns or stubble,
but older pics seem to and I see some on eBay and Google with sideburns at least.
The set picture on the polybag looks like it has the sideburns. We may have
an inset variant or we may have missed that 3500 and 3563.
