I've been curious about this 86368 piece, as it's listed as a minidoll
hair, although it has only been used twice, and once on a minifigure.

It appears to me it is just a new mold for the same piece, 20595, used in the
CMF banshee, Elaine Benes in Seinfeld, and others.

I just got my hands on both, and they appear to be identical. The images of
each model appear different, but I think they just are "shot" from a slightly
different angle/difference. Those differences are not present in the actual
pieces.

Is there a way to link these pieces, as is done for minifigure heads (closed,
blocked, hollow stud), or ideally could these be merged, with multiple design
IDs, similarly to how solid color and trans color pieces are merged when they
have different design IDs?

I used 86386 in orange against 20595 in med-nougat.
Not only do they look identical, they both use the same alternate design ID that's
associated with 20595, which is 37998. You can see the matching number in the
photos.

I can't claim for certain that the dark brown version (found in set 75325)
is the same, but I can't really imagine it's any different.

No, I disagree - I've shown you the same piece that is listed as two different
pieces in the bricklink catalog. The catalog says that mold 37998 does not appear
in orange, when it clearly does. At the very least, that needs to be corrected
for that piece in orange, as well as the minifigure it comes with and the set
it's associated with.

These two parts have been officially merged.
