| I have many sales on bricklink over 20 years but not a lot of recent experience.
A buyer in Canada insists that I pay the import fees from UPS, which neither
of us had anticipated. (I see now that UPS is notorius for import fees.)
Whose responsibility are import fees, the buyer or seller?

| It’s the buyers responsibility. But for those interested in Canada especially
from the USA (many times not from Europe tho) we have to pay import on everything
as low as $40 I believe. And it would be one thing to pay import on it but then
you always get hit with a service fee of $10-$15 in addition even if they only
collect $5 (or less) in tax

Your terms say you ship with USPS. When you ship with one of the big carriers
like UPS/Fedex/etc they will ALWAYS charge import (meanwhile, orders coming in
via USPS-Canada Post can often be waived through without import and delivered)
- but that's not really the issue since we can assume as a buyer that we
will always pay import tax.
The carriers like UPS will tack on a $10-15 "brokerage" fee. So even a small
order where they'd owe like $5 in tax will have this gigantic charge on top
of that. It's critical that you put in your terms and/or advise in advance
for Canadians that you are using one of these carriers, as most will probably
avoid it and only shop with stores using USPS. You could see buyers not picking
it up and having it sent back to you on your dime as well, so it's in your
best interest to communicate that well in advance to warn them.

You must be lucky. Canada post directly charges me for almost every package
but thankfully there brokerage fee is the lowest at $9.95. Personally due to
all the fees I prefer to buy from Europe

| I once ordered a book from the U.S.A. The company shipped it Fedex, automatically,
without letting me know, or giving me any option for USPS. The brokerage fee
for a $25.00 book was $19.00.
When I tried to fight the charge, Fedex explained that the brokerage fee was
to cover the cost of dealing with customs duty.
Of course, there is no customs duty on books shipped from the U.S.A. But they
charged the fee anyway.

Someone looked at the declaration, saw it was a book, knew (so had to learn)
or had to look that there’s no duty, and then they surely had to fill a field
in some paperworks that’s sent or that’s ready to be presented to Customs.
That’s what they charge under ‘brokerage’.
Now, I know what you think: the someone above is actually a computer and the
real cost is 0.001….

I normally support the rule that it is the buyer's own responsibility to
be aware of his country's tax and customs regulations, and to be responsible
for any charges.
However, if I had purchased from you, I would have depended on your terms statement
that international shipments are sent via USPS. Based on my knowledge, (painfully
gained!) of the exorbitant brokerage fees charged, I would not purchase from
you if your terms mentioned UPS or Fedex.
You might consider, that in this case, the buyer had no way to suspect that you
would ship by a method that would guarantee they'd be charged a significant
(and unnecessary) brokerage fee.
Because of that, in this case, I think you have some responsibility to the buyer.

I agree with all of this.
I would add that a seller should not have any concerns about using USPS to ship
to Canada - at least no more concerns than he or she would have using UPS. If
you use Pirate Ship and sign up for their Simple Export Rate, the package is
delivered by USPS but at a rate far below their regular First Class International
rate.

How much was the order's value in CAD dollar?
How much is he charged in CAD dollar?
Did you declare the value correctly? Like, if the item's value is $100 and
shipping costs $30, did you hopefully fill out $100 for the value of item?
When you ship with CanadaPost, at least for me, they RARELY charge me custom
fees. It is Toys and they are busy. So I expect US sellers to ship to me with
USPS. On top of that, pirateships has 30% discount but for some reasons, most
US sellers do not use that

UPS and Fedex ALWAYS charge import fees.
The handling fees (i.e. brokerage fees) of UPS depends on how and what shipping
methods is used. It can be about $10 or it can be high.

Should the PayPal/ShipStation shipping cost calculator take the "import fees"
into account when showing the relative costs for different service providers?

I took the time and tried to help, so please provide all details:
Are $25, $30 and $50 ALL in Canadian dollars?
Again my question not answered yet:
Did you declare the value correctly? Like, if the item's value is $100 and
shipping costs $30, did you hopefully fill out $100 for the value of item?
If $50 is in USD and if you correctly declared $50 USD and not $80 USD (otherwise,
you can request UPS to adjust it), then %12 of it in CAD is about $7.86 CAD and
the brokerage fees are $20.55+tax

There is a way to directly pay import fees to Canadian government to avoid paying
brokerage fees (that I sometimes do), but it takes time and some hassle.

There are over 100 countries in the world. The brokerage fees for each shipping
company is different. The import charges change from time to time. Do you expect
PayPal know accurately up=to-date import fees for over 100 countries and calculate
them for you? and do you expect PayPal to charge them and pay those fees to the
government of all those countries (and have people in all countries to do the
administrative work for free and calculate, collect and then pay import fees?)

shipping. They see the Fedex or UPS rates to Canada and they look pretty good
on the surface, so they opt for that, either to save their costs, or to try to
do the Canadian buyer a favor, without realizing the brokerage fee that will
hit on the other end.

At least in theory they would have to be paid, yes. I've heard of buyers
not getting charged. But there wouldn't be a brokerage fee. Your buyer would
have had to pay this:

The fair thing is that the buyer has to pay import fees. They were mentioned,
automatically by Bricklink, at check-out. By submitting the order, the buyer
accepted to pay import fees.

This link exists. You can go to my store, add one item and check it yourself.
You can show this message to the buyer and as a gesture, you may decide to pay
part of the handling fees (i.e. brokerage fees)
