It is still there because it is. 
Seriously, though, we discuss all moves of items amongst the admin team, but
the site gets the final say. I moved this thread to a catalog request so that
we may discuss it and reach a consensus. If the site agrees, it will get added
to the next list of items to be moved on October 1:

I can't promise anything right now, but you can submit a formal forum Catalog
Change Request for us to consider it. That will make sure that we don't forget
to discuss it. If we make a decision that it should be moved, it will make it
on the list for the next set of catalog moves (around November 1).
