Does anyone know if these wheel holder bricks and turntables are easy to disassemble?
I found a bunch of these in a lot of very old bricks, but both types are missing
something to be assembled and be functional. They are very worn but show no clear
signs of having been disassembled by force or tools. Should I consider them "never
assembled parts"?

Also, what are the round bricks? Unassembled flags?

I've never seen any of these come apart. I believe I have tried when I was
young.
You are indeed missing the insides. In the transparant bottom version of the
wheel holder bricks, you can see what's inside.
The round bricks might indeed be from
