The Pearl Light Gray/Cool Silver/Flat Silver issue is a tough one to work with
here.
Most silver IDs from 4275XXX-4299XXX belong to Cool Silver pieces, but because
this color doesn’t have its own BL color, there isn’t anything to separate them
in inventories. The solution appears to be putting Cool Silver IDs under Flat
Silver, but the color is much lighter than both Pearl Light Gray and Flat Silver.
Some sellers tend to approach this issue by selling Cool Silver parts under ‘Pearl
Very Light Gray’, but that’s a whole separate color in its own right. The issue
is that putting Cool Silver parts under ‘Flat Silver’ when it is far lighter
than that, then creates a problem between Pearl Light Gray and Flat Silver.
“I have 2 sets with different Silver parts. Set A has lighter silver pieces (296
Cool Silver) so they must be Pearl Light Gray. Set B has darker Silver (131 Silver)
parts, so they should be Flat Silver.”
I’m not really sure how to approach this, but the reasoning above may be how
these sets were inventoried.

Do you mean you have 2 sets 8701?

Thanks for this very clear info.
It is a big problem though.
1. Sets are inventoried
2. Sellers Part out
3. Sellers list Flat Silver Swords that are actually even lighter then Pearl
Light Gray
4. Buyer has a Cool Silver, but wants a Flat Silver, because that is what the
inventory says
5. Buyer blames Seller, because he received the color he already had, nót Flat
Silver
etc. etc.
Strange though that the Axe Head WAS changed to Pearl Light Gray.

I don’t own this set, but I was referring to what sellers might think when parting
it out.
What may have happened was that the person who inventoried this set in 2007 had
a version of this set with Cool Silver parts, and then somebody with a 2007 version
had Pearl Light Gray parts. Somebody else years later appears to have owned a
version that came with Cool Silver parts. Thus, the changing back and forth is
technically not incorrect, but there’s no real way to separate Pearl Light Gray
and Cool Silver without referring to Pearl Light Gray as ‘Flat Silver’, simply
because it is darker.

The most likely eventual plan is that the only color that will be Flat Silver
on BrickLink will be LEGO Silver Metallic (the "new" Flat Silver post 2010).
Everything before that will be assigned to Pearl Light Gray, whether it is LEGO
Silver or LEGO Cool Silver. So any changes of silvers in sets pre-2010 that get
rid of Flat Silver are okay in my mind.
Cheers,
Randy
