In the menu to setup a shipping method there is a tab for Tracking.
If i set up this tab and someone places an order, will it automatically add tracking
when the prereqs are met, or will they be able to choose whether they want tracking
or not?

If it's automatically added, then i need to create some extra methods specifically
for tracked orders, so hence the question

Trackingnumbers aren't automatically added to the tracking number field.

Tracking remains an option for you the seller. Most options are points of negotiation,
be it within the site (your store settings) ~ a payment processor ~ a carrier
~ or the individual on the other end of the contract, the buyer.

I don’t have “Instant Checkout” experience as a seller here. Though empirically,
I’ve transacted with established BL stores with all sorts of buyer-experiences
regarding this: no opt-out of tracking service, option to select tracking service,
no tracking option and no-charge tracking service. That is to say, I assume it
depends on how you, the seller, structure it within your settings and terms,

As to the how? don’t know. Hopefully more Instant Checkout experienced sellers
will chime-in for you, is the extent of what I’m able to offer, sorry to say.

I always offer tracking with my shipping methods, I am based in the US and I
offer both instant checkout and manual - request for invoice. I always manually
add the tracking information / number at the last field on my orders , then click
save. I also use the drive-through option to send a message to the buyer and
there I also list the tracking number , let them know how long to wait before
the tracking updates on the USPS website. Every buyer does it a little differently
and no one has ever complained about how I do it. My sense is that giving the
buyer the most information is always more helpful than less. However I do not
believe that setting up the tracking tab will do much - I tried checking the
box for one of my shipping options and i wasn't presented with an option
to Save changes. Perhaps this would relate more to International shipping which
I currently do not offer.
