| What is the time limit for submitting a NSS?
What is the time limit for submitting a paypal refund request?
I want to give a seller the maximum allowed time before I file an NSS or request
a paypal refund. The order was placed on March 1, and supposedly shipped on
March 7, from Germany to the US.
It is a low value order (about $20) as I would not have risked very much with
the seller based on their existing feedback, including feedback mentioning that
they do not respond to messages.
This is the same seller that had asked me to pay using the "friend" option on
paypal, however I choose to use the goods-purchase option.

7 days?
Why can't anybody read Help pages?

March 7 not shipped?
NSS + PayPal dispute (if no reason/discussion).

7 days is the minimum, not the maximum. Is the maximum the full 6 months that
the order stays in the system?

What makes you assume that nobody reads the help pages?
Do forum posters ever have information that goes beyond the help pages?
Do readers ever miss information that is on the help pages.

Order page says the order was shipped, but I am not sure it really was. Maybe
this does not even qualify for an NSS, although the help pages do not exclude
status "Shipped" for filing a NSS. I might be missing something that is clearly
mentioned in the help pages.
I will give the seller more time and see if the seller sends me any evidence
of shipping. My other orders that come from Germany have tracking information
on them. IF I am confident that the seller actually shipped the order, I am
willing to take the loss. It is a low value order.
The fact that the seller did ask me to use the "paypal" friend option, has me
more suspicious of the seller. Maybe I would be doing others a favor if I took
some negative action against the seller that helped them get suspended.

It's a good question, as it doesn't seem to be delineated within the
help pages: https://www.bricklink.com/help.asp?helpID=110
I would assume short of a stated timeframe, it's as you say, the 6 month
period before non-contested orders are purged. Doesn't help much offering
another assumption, though. Sorry.

I believe so yes. I think the time limit for PayPal is slightly shorter, 180
days.
