I recently sold an shipped an order to Portugal from Canada. The buyer is really
concerned about having to pay the VAT twice.

Bricklink provides a receipt that the VAT was paid and I had attached that to
the outside of the package labelled for customs that the VAT was paid. I was
told that this is often not enough and the buyer still has to pay VAT again.

It was suggested that I submit the VAT electronically but then I would need an
IOSS number? How is this done? Is this possible or does Bricklink have the IOSS
number? I didn't see any number on the receipt.

Just trying to help the buyer not have to pay a fee twice.

The IOSS is BrickLink’s and you should have it in the Order details (pic in the
first link below).

Evan,
I told to your buyer to communicate to you how to submit the IOSS number.
If you don't submit it electronically, I am afraid he will have to pay VAT
twice.
If you submit it electornically, I hope things work as it should.
The IOSS number is communicated to you in an email from Bicklink.

Not sure why you don't do it online. We can get good discounts via small-business
accounts of CanadaPost.

I believe it is not possible but you can ask the post office.

If you don't submit it electronically, I am 100% sure the buyer will have

Thanks to both of you for your help.

I already have a small business account and have a lot of postage stamps that
I want to use up so that is why I normally go to the post office. I do get a
discount with my small business account there which is very similar to the one
provided online.

Next time I will check with the clerk at the post office since they should be
able to enter the IOSS code.

The clerk at the post office should input the IOSS number, but can you trust
that they do it correctly?

I would create a small business account here:
https://www.canadapost-postescanada.ca/cpc/en/business/small-business.page?

This will give you a small savings using Snap Ship

You can also link your Canada Post business account in PayPal so that you can
pay for the shipping via PayPal, using PayPal Shipping.

When you get a shipping quote from Canada Post here:

You can click on the Show minimum online savings button to show the better prices.
It will also give the prices for expedited parcel, which is not normally shown.
