I'm noticing that Paypal is now taking out partner fees for BL but BL is
still sending monthly invoices and making me pay the fees as well. This is adding
up to a lot more than the percentage they have advertised in their terms. Has
anyone else noticed this happening the last couple months?

The partner fee being taking in PayPal is the tax that Bricklink is collecting.

So they are only taking the tax at the transaction time but not their piece of
the pie. Ok that makes sense I think. Thanks.

It’s not BL fees, it’s Sales taxes and UK VAT and EU VAT.

They appear as “partner fee” on the Paypal transaction.
