In theory, from a BOM perspective, it would be cape belongs to sleeve, which
is part of set. But I don't know if that applies here. In one sense, the
cardboard sleeve should really be an alternative part number for the cape, and
dispense with that entry (since I don't think anyone has anything listed
against it at the moment).

The cape stays in the set inventory as is, since we do not add cardboard sleeves
to set inventories.
