What might I use for a search term if looking for the enclosed part, please?
I found it once in a LEGO shop, but I've never seen it again: I can't
believe it's "uncommon"!

Does anyone know of any? Or what minifig it might be from?

I think this was a Build-a-Minifigure part so it is uncommon in that it doesn't
appear in sets but fairly common in that sellers have stock.

Legs are named for the top of the leg. Dual molded legs always or almost always
call the different color on bottom "boots".

boots yellow

And then only if the object has a colour attribute. If it is an object without
a colour defined (such as a minifigure), it finds yellow boots in the name.

Hmmm, I don't think I'm crazy about that design
