I found a mini catalog I don't see added and wish to add it, but I see a
listing using the Catalog # already for 103717-US for a 1979 Technic catalog:

Catalog No: c79ust Name: 1979 Medium Technic Expert Builder (103717/103817-US)
*
c79ust 1979 Medium Technic Expert Builder (103717/103817-US)
Catalogs: 1979: Technic: Expert Builder

But I find it as the only # for this 1992 Duplo/Basic mini catalog:

Are these numbers perhaps recycled sometimes?

Yes. They are not all unique.
