I see sometimes an assembly is listed whole and sometimes broken into parts.
If the only source we have is the parts list on the box and it shows that a window
and shutters or a door frame and a door come assembled, should the inventory
also list them that way?
for example
 
Set No: 4244  Name: Large Bulk Bucket
* 
4244-1 (Inv) Large Bulk Bucket
398 Parts, 1998

Yes. These parts came assembled in FreeStyle sets, so pictures of the parts list
on the package and of the official part count on the package are enough to change
the inventory.
