The white flags were added as alternates because of the following change request:

The submitter of that request now confirmed that the set with sticker sheet came with a printed small flag:
https://www.bricklink.com/message.asp?ID=1197982

So I suggest to remove the plain white flag here since there is no evidence yet that it was ever inclueded in this set.
