Interesting but are you sure that there isn't one more red tile hidden in
this bag?
Also interest me where are so many tiles used in this set. I see only one page
8 step 8 it is in the suitcase. So I assume the second one could be also put
inside to the second suitcase which is in the step, but in any other step these
tiles aren't showed use in build, there is no hint about white ones. But
there are 5 suitcases in this set 2 white and 3 brown (three more showed on page
16 of the instruction). So maybe they also should have tile putted inside. Then
it would make sens 5 suitcases and five tiles (2 red and 3 white), the same quantity
as quantity of suitcases. 2 white tiles for 2 red ones, 3 white tiles for 3 brown
ones

This is the equation applied to 7745, 7715 or 7824 (and others?):
the number of suitcase = [the total number of 1*1 tiles ] - [the number of 1*1
tiles applied in building the set such as train, building [excluding those shown
to be put in the suitcase) ]
Since in the three sets 7745, 7715, 7824, no 1*1 tile is used to build the train,
or station, the formula can get simplified:
the number of suitcase = [the total number of 1*1 tiles ]
See also the photos attached for 7715 and 7824:
https://www.bricklink.com/messageThread.asp?ID=233953
https://www.bricklink.com/messageThread.asp?ID=239250
It is IMPLICIT that these tiles were assumed to be used inside the suitcase but
the instructions does not bother to show this for all suitcase; it shows this
for only one or two suitcases, so I think it is better to put this as "regular".
P.S. nkiss82 has two MISB copies of this set. The photos can not prove easily
that there are only two red tiles but he has checked. My friend in Belgium bought
another MISB 7745 and checked this and confirmed (he was the first to check this).
I bought his set but it is still in Belgium and will be shipped to me later.
That copy comes with bb12vc so it is from 1988 or 1989 or 1990. The first copy
of nkiss82 is from 1985 and his second one is from 1986.
Note: 7745 was released between 1985-90.

I see this pattern now and I see it repeat in other similar sets. Change accepted.
(Also you showed sealed bag for this so no doubts, but I wanted to know why it
was done such way )
