When trying to figure out what the pictured item was I ran across item #41114
which is showed as a complete item and has a very similar sticker on it from
LEGO.

So, should the parts I have bundled together be listed as a combined part?

40402 looks to be a LEGO Design ID that is not known in the catalog, so I would
definitely try adding this to the catalog similar to 41114. It is historical
data that should be captured here. Also, if this is how it was originally packaged,
I think that it should have an entry so that it can be added to the appropriate
set inventory.
