Can I ask - why are the "North American Version" stickers being placed in the
Regular section and the "International Version" being placed as Alternates?
The rules clearly state that the variant most often found should be considered
"Regular". With part variants, often an exception to the rule is made, putting
the earliest variant as Regular, and often the frequency of one type over another
is not known.
But in this case, the International market is much bigger than the North American
market and the different versions are usually released around the same time.
If anything, the International versions would have been produced first, since
the ID numbers are lower.
I have read the thread, btw, where the difficulties concerning these sticker
variants have been discussed at length, but I haven't been able to find anything
about a decision to list the b version first:

The set was inventoried by a NA submitter, so the NA version was the 1st in this
inventory.

If the goal is to have the cleanest possible change logs, maybe. But the rule
was made from common sense when it comes to parting out. If 3/4 of the time the
set includes one type, it makes sense to have that type in the Regular section,
so that by default it is initially the correct version in most partouts.
This is especially critical for the many sellers who don't examine the numbers
on every sticker - a greater percentage of unexamined stickers will be correctly
listed as a result.

And how exactly do any of us know which sticker sheet is included the majority
of the time? And even if we did, the number of times any given set is broken
down on BrickLink by those in different regions will vary by set. In other words,
for set A, those with a "North American" sticker sheet may break down that set
more often, but for set B, those with an "International" sticker sheet may break
down that set more often. I think the common sense approach is fine in this case,
and sellers are *supposed* to check which versions of alternate parts they have
anyways. This is no different than whether your set contains 4599a or 4599b.
Figure out which one you have and list it correctly.
