The LEGO logo on the picture shows it's from the sixties. Therefor it will include 3048a and 3049a.

Don't know if it matters, but additional notes for this set and its companion
in the relationship match say the sets are guessed to have been released in the
1980s.

Didn't see that not, but the note is wrong. The LEGO Logo says it's early
Sixties.
If Eighties it would also have at least a decorated brick as head

I am quite sure the date in those notes is wrong. The logo with "System" in script
underneath was used from 1961 through 1972. The new logo started in 1973. I would
guess that the release year for "santa-2" was in the range of 1971-1972 and that
for "santa-1" was in the range of 1973-1974.

I do not think for a moment that the old slope with tube was used in either of
these sets. The slope with tube was part of a complete roofing system, and these
specialty parts were typically not used for non-roof purposes until the 1970's.
Besides, it wouldn't look right.

And if you notice the sans serif font in santa-2, this was also a sign of the
1970's. And the clean look of the scan and the clear instructions - I would
have to do some more comparisons, but I don't see how this set came from
the sixties.

Also, by the fact that the two instruction sheets are identical save the text
and logo, I would say these sets were no more than 2 years apart.
