I would say they most certainly came from a LEGO store pick-a-brick. Or someone
who ordered them from LEGO direct for a custom project. LEGO produces the parts
to make sets in bulk. When the sets are retired/discontinued, the surplus parts
sometimes end up in the LEGO store PaB section. This has been the case with
certain CMF parts as well. I have also ended up with unique parts in large quantities
from bulk lots that were only minimally available via a certain set. And it
seems you got a very nice, very lucky score on this one. Congrats!

If you look at the logs, the 'regular' and 'alternate' have been
changed 3 times so far (and so this is the 4th one *sigh*).
How hard can it be to 'invetory' a set with a certain type (first one
found by the sumitter of the inventory), and then simply add alternates along
the way

The b, c, d, versions of this part are being found randomly in sets and there
isn't a clear call as to 'when' LEGO uses them, as it depends which
'plant' produces them and 'where' TLG stocks them...
I found all 'd' types in my copy of the winter holiday train, except
1, which was a 'b' type. I assume a few where at the bottom of TLG's
storage box... Why? because TLG doesn't differentiate them and put's
tem all together

Eric, thank you for the reply. Yes, I also read the inventory change log and
saw the previous changes (with a loud sigh as well). I could not understand
why an "Alternate" was never created for this part, as is the case for many other
set inventories.

So, I don't think LEGO would leave out the plates that make the field stable.

Thanks for the posting. I have also purchased and received "complete" sets that
were missing parts-- or had the incorrect part colors or variants. Perhaps
the worst part is that reselling Used sets is not rocket science. It is as simple
as matching up the parts to the inventory list, and making notes on any parts
that are missing. In an effort to make things more simple for those who struggle,
here are some step-by-step instructions:

1. Disassemble Used LEGO set.
2. Wash and dry all non-electric parts.
3. Sort parts on a clean towel or bed sheet.
4. Open the Inventory page for the set.
5. Move down the list and note any parts missing.
6. Bag parts in LEGO cellophane bags from sets you bought or parted out.
7. Print a label with set number, name, year, and any notes.
8. Post set for resale, LISTING any missing parts or substitutions.

In fact, I just performed this process again today for:
