I don't think there is a waiting period as a buyer changes the shipping address.
Don't change your store address, because then you need to be verified again.

Are you sure it wasn't PayPal who refunded?

BrickLink Order #20768915 has been cancelled on Jan 7, 2023 13:31 and all items
from this order have been returned to the seller's inventory.

So this buyer can claim, almost a month later, that he received nothing? Even
though I provided a tracking number, that clearly shows as delivered?
I pay the shipping for all orders over $100, and they are insured, so I have

Did the buyer completed the NSS and canceled the order?
If you'd shipped the items, you need to correct your inventory.

Did you respond to the NPB in the comment field of the NSS with proof of the
partial refund?
Did you update the payment after sending the partial refund?
Bricklink doesn't hold your PayPal funds.
Probably PayPal refunded the rest of the payment.

Ik ga liever to ver in het tonen van respect door middel van taalgebruik dan
te amicaal of informeel overkomen. Veel bedrijf gaan mijns inziens te ver met
de amicale manier van aanschrijven. Er is een zakelijke relatie, dat creeert
een zekere afstand en beleefdheid. Dat kan langzaamaan groeien in een meer informele
relatie, maar in eerste instantie ga ik liever te ver naar de behoudende kant.
Bricklink is een beetje een apart geval omdat dit een hobby website is waar AFOLs
elkaar helpen en dezelfde hobby hebben. Ik erger me daarom niet aan als ik wordt
aangesproken met je/jij. Ikzelf hou het bij U waar mogelijk.

Maybe. That would only be for UK buyer and a value above £135 (about €150).
But doesn’t the website reverts to “normal” invoices then? So it would work
as for “countries without tax.”

A seller never has to and never should collect taxes that BL should/could
collect.

I meant the situation when Bricklink can't collect as mentioned below in
your excellent explanation.

That is:
If it’s US Sales tax (any order amount) or UK import VAT (with an order below
£135), then BL has to collect. Never the seller.
If it’s UK import VAT but the order is above £135, then the buyer will pay to
Royal Mail or whoever delivers the package. Again, not the seller.
The only time(s) a seller has to collect tax is when they are registered to do
so and BL doesn’t have to do it (EU VAT when seller & buyer are both in EU, UK
VAT when seller & buyer are both in UK, Canadian taxes when seller & buyer are
both in Canada, etc.).
And sosbricks doesn’t seem to be registered in NL/EU. So they don’t have the
right to collect any tax.
