The USA has sanctions/ trade embargo against Belarus. I imagine Poland also has
similar, in line with EU regulations. https://www.consilium.europa.eu/en/policies/sanctions-against-belarus/

Tecnically less than 2000€ AND 30 orders per year.

Technically, it depends if you’re talking about the obligation to declare or
about the exception to not declare.

That is:
— you must declare if you’re OVER 2,000€ OR 30 orders in a year,
— you don’t have to declare if you’re UNDER 2,000€ AND 30 orders in a year.

IOW: you’re both right!  Celebrate with wafles! 🧇🧇🧇

will deliver them.

But this is about DAC-7, not about OSS & the €10k “Distance Selling” threshold.

AFAIK, DAC-7 wants to know for how much you sell, not what you buy.

And, again, there’s no proof that what you buy here, you sell here.  At most,
if DAC-7 was interested in that, it would ask for your buying _separately_, not
“selling minus buying.”

Because of margin goods

https://www.belastingdienst.nl/wps/wcm/connect/bldcontentnl/belastingdienst/zakelijk/btw/bijzondere_regelingen/margeregeling/

As far as I know margin goods do not count towards the EU-marketplace rules.
But need to be done with your local tax office.
We informed BrickLink about those rules back in 2022 with a signed document by
our local taxation office confirming our statement.
Now in 2024 those rules still apply and as far as I`m aware it will still exist
in the same form after 2024.

In the data that will be provided to the tax authorities, will the total of sales

Hence the sold value -/- the bought value?

Asked it several times before in the last 18-20 months, but never got a reply
(AFAIK...).

Why?   The regulation asks for what you sell, not what you buy.

Of course you need to buy before you sell, but buying here is no different from
buying elsewhere.
(Besides, there’s also no way to know if you sell here what you buy here.  You
might buy elswhere to sell here and buy here to sell elsewhere, hopefully for
you at a higher price each time.)

If by sellers not sending to Norway you mean Bricklink shows a message that the
seller does not support orders to Norway then you can try to contact those sellers
as they just need to accept PayPal Onsite or Stripe as payment methods.

I believe BL is required by law to collect VAT and remit to the Norwegian authorities.
I'm guessing that many sellers just don't want to bother with the VOEC
number or the possibility of something going wrong.

But which problem?
BrickLink provides an invoice showing VAT has been paid and the VOEC number.

I don't understand.

"Sellers are required to ensure that VOEC number issued by BrickLink is provided
to Norwegian Customs authorities for each order that contains only low-value
items.

Failure to provide a VOEC number from BrickLink may result in errors and delays
because an order’s value would have to be identified at the border.

How to provide the VOEC number digitally:

Freight by postal service:
Provide the VOEC number (7 digits) via «electronic advance data» (M33/ITMATT
V1.) when booking the freight from your local postal service. Enter your 7-digit
VOEC number in the ITMATT field «sender.identification.reference».

Freight by other transporters, for example couriers, express delivery services:
Enter your VOEC number (7 digits) in the EDI message or via API as directed by
the carrier when booking the freight.

You can find up-to-date information on how to sell goods within the VOEC scheme
to Norwegian consumers here. If you have questions about how to provide your
VOEC number digitally, please contact the carrier of your goods"
