I wouldn't relist that part without permission, and I doubt you'll get
permission to sell a part like that on a site owned by TLG.

You should easily be able to sell it elsewhere though.

It is not from PAB. That was just an example to show that there are also legit
ways to get unreleased lego parts.
I bought the part from bricklink my self in 2014.

I think the point is that even if you bought the part here a decade ago, who
is to say that that seller's source was legitimate?

The part has been retired for 30 years. This is 99.9% sure just a test part that
escaped the factory.

2. Send a replacement part
3. Send a replacement arm (not the whole minifig)

Would you consider this a good solution?

Only if you ask the buyer and they agree to it. Sending the replacement arm is
risky, the buyer might crack the torso.

  If the buyer would persist in sending the set back, how would you handle it?

Depends on whether or not you think the buyer is being honest.

The post office is right when they told you after it leaves the US it's out
of their hands. That's always been the case. Your package probably got stuck
in customs.

These tracking sites oftentimes have additional/different information than the
USPS ste, especially for international orders:

Enter the tracking number for the Netherlands order and see what pops up.

Did they travel through the Bermuda triangle? Where did it go? I cannot express
the amount of appreciation I have for an understanding customer who paid so much
for this order, and then patiently waited almost two months for a tracking update
from USPS. TWO MONTHS! It's almost like the postal service is purposefully
trying to kill off international business opportunities. First with huge price
jumps, then with a decreased level of service that borders on apathy.

The postal service told me that after it leaves the US there's not a lot
they can do, 'it's out of our hands'. Why offer tracking at all when
it's of little use? And when I asked them about filing a case for a missing
package, they tell me that it has to be missing at least 60 days before I can
file as a missing package. Insane, absolutely insane. Going to send a Christmas
box of dog poop to Mr DeJoy... through Fedex.

Don't know how I originally came across the seller, but I reported him weeks
ago and his store is still open.

You could try, but i don't think 10% is going to be deemed excessive. I have
seen stores that charge a nominal amount for parts + a gigantic "handling
fee" shut down for fee avoidance (BL fees are not charged on shipping).

Yes, it is allowed. If it is a dropshipper, you may get a nice repeat customer.
Also, just because the buyer's info is different doesn't automatically
make it a dropship. It could be a seller short of parts on an order who wants
you to ship the missing parts directly to their customer.

Yes!

Too bad more users don't post here. I think most of the userbase doesn't

This is TAX fraud, try to get a friend customer with you that can help solve
the way you process a local pickup order trying things, there is a correct way
that works.

Maybe there's a language barrier at play here, but this is not tax fraud.

I would open the box up and see what you're dealing with. If I were looking
for a New In Box set I wouldn't buy one with water damage unless the price
reflected it. You could always list it as New, Complete instead of New, Sealed:
