I have now opened my store, the Invoices should be set up correctly, if not I'm
sure I will get a message about it.

I will continue to sell through other means, but in my time doing so I have found
that it takes so long to fill large orders as I need to look up every part, then
check to see if I have it (unless i'm sure that I do or don't have it).
So for that reason I will encourage people to buy from me through bricklink.

One could thing you can do is that you request to remove that part(s) from the
order and the buyer has to approve this.

After you do this, the total in your order and the sales tax will be adjusted
at the same time and you can more easily figure out the total (remaining) you
need to refund.

Not when you use instant checkout like we do, the order is paid for and then
if we are missing something it takes us to where we are with a partial refund
and the sales tax question. I’d say that was ok for those manually invoicing
buyers.

   Yes, the BrickLink refund page shows the amount that comes from the seller and
the amount that comes from Bricklink.

The problem is that the page cuts the tax amount from the refund amount submitted
by the seller, this means that the seller has to play over/under with the submitted
amount to refund the correct amount for the missing parts since it needs to include
the tax in the first place which isn't intuitive.

Instead they should have added the tax amount refunded by BrickLink to the submitted
refund amount by the seller. I don't know what they were going for with this.

After he received the order, he wrote me that one wheel was broken

and that he bought the part from Ebay (from a seller in Germany) and requested
me to refund $35.53 USD (shipping and tax included)!! He attached two photos
(see the second and third photo attached here)
Note that I sell this part for $19.89 and based on his photo, only the pin and
wheel-holder was broken and their value is $1-2 USD.
As I sell big sets, about 100 times customers claimed something was missing or
broken and I always believed them and fixed the issue but in this case, I certainly
don't believe the wheel in his photo was the one I sold him. This wheel does
not break so easily, specially if it is inside a bag together with many other
parts and the Lego was wrapped with bubble mailers too and was packaged inside
a small box. (I pack sets in small boxes because larger boxes tend to get crushed
specially if they are not full)
If you have had these train wheels, you know that they are not likely to break.
How come the pin of the wheel is broken inside the package but the wheel

So the buyer decided that since something was missing, he could just go ahead
and buy the part from elsewhere for whatever price and the seller did not need
to know and agrees this but had to refund the buyer for all the costs of his
purchase!(what?) What company agrees to refund this way?! Amazon, Lego.com, playmobile,
Samsung, BMV,...?
Based on his logic, what if 4 parts where missing or broken? Then would he
assume the seller is supposed to refund like $100 USD?!

I certainly don't believe he actually bought or or maybe he simply wanted
to buy and have an extra wheel.

I had checked the parts twice before shipping and the wheels were ok. I wrote
him back that the parts were ok when I shipped them and I have photos but I can
sent him replacement for the broken pin and wheel-holder.

This time, he replied me that the box was delivered damaged because there
were not enough packaging material and he does not want the replacement parts
and he will leave an appropriate feedback.

The money is not that important but I did not refund him because this is not
correct and I do not believe any of his words. I just consider this as an attempt
for scam and will never comply to this.

I replied that my packages were never arrived so damaged in a way that one part
was broken but in any case, the package was fully insured and if he sends
me photo of damaged package, I can file a claim for partial refund from the shipping
company (UPS mail innovation) and that they always check with their own photos
and notes of postmen to make sure the claim is legitimate and would eventually
issue a refund.

No more message from him, so he does not want the replacement parts, he does
not want to send me photo of the damaged package (guess why) and now, he left
me my first negative.

"Paid $540 USD for train shipped in a flimsy box w/no cushioni. Had broken
part."


By the way, the price of set was $469.99 USD and the total with shipping and
tax was $521.56 USD and not $540 USD.

I reply to this thread and add our correspondences.

I spend thousands of dollars a year on eBay and other collector sites buying
and selling on eBay and when someone orders an expensive item like this one and
when someone spends $540 (includes customs tax)you don't ship their item
in a flimsy beat up amazon box that it barely fits in with no cushioning to protect
it. This was a gift for my son who had to wait weeks for it to arrive and was
upset that it was broken so I ordered the same wheel from eBay when a seller
is careless in sending something the right way the 1st time I'm not going
to wait weeks in hopes that they might actually send a replacement part. The
bottom line is if you took a bit of care in wrapping up the item and didn't
have an attitude about it and make threats to me about getting sellers to blacklist
me here on Bricklink you wouldn't have gotten negative feedback. You have
a bad attitude and a fusing me of trying to extort or scam for m you for 30 something
dollars is an absolute joke and an insult. Just because I am new to Bricklink
doesn't make me a bad person. I do not tolerate ignorance for m anyone, especially
from rude people like you. This was my 1st purchase here and will be my last
thanks to you and your ignorance.

You can't get detail information (e.g. what items you ordered), but you can
definitely get totals - simply change the date range under "Include only orders
from:"

What more are you looking for? You can get all the individual invoices for all
the purchase after six months (never have been able to), but that link gives
you a break down of shipping, tax, totals and other stuff. You can get this
for both your orders and your sales.

You can download all the “headers” of your orders: ID, date(s), seller info,
shipping, charges & coupons/credits, taxes, total number of lots, total number
of items, payment method.

What is purged is the details of the lots & items.

I just checked and downloaded all my placed orders sinced I registered in 2014
(actually just set the from year to 2013).  It works.

Huh, what is the reason something would not be eligible for instant checkout?
I guess I have four items that can't be sold that way, a random random minifig,
a random instruction book, a box and a set (both of which are in my inventory
and not for sale yet).

It's usually down to missing weight and/or dimensions in the catalog for
those items.
Without that data, Instant Checkout can't work out how to ship the item.

Ah, OK. They are fairly new items, this would explain it.

a random instruction book, a box and a set (both of which are in my inventory
and not for sale yet).

No it's not automatic and it's very easy to miss.

When you checkout you can select a coupon to use on Step 3 Payment the coupon
chooser is at the bottom of that screen.

"Before submitting an order in a store, a buyer is alerted if there are any
open coupons for the buyer in that store and given an option to redeem the coupon
on the order they are submitting. If there are 2 or more open coupons then the
buyer is presented with a selection of which one to use. The buyer does not have
to redeem a coupon and can save it instead to use on another order."

Huh, what is the reason something would not be eligible for instant checkout?
I guess I have four items that can't be sold that way, a random random minifig,
a random instruction book, a box and a set (both of which are in my inventory
and not for sale yet).

I have posted this issue in the past, there is still no simple solution.

I'm a seller. Everything I buy here is technically for resale, and I have
a tax# for that. But BL is collecting sales tax on every purchase; they have
yet to start collecting tax#'s from any of us.

I went to the download section, no details, just totals, and still only get 6
months of data. And paypal separates taxes (partner fee) when you sell, but not
when you buy. Every penny of taxes BL has sucked out of me is due back to me;
I have to file with my state, but I have to calc the total first.

I was told more than once that order totals don't get purged after 6 months;
they lied. I printed out the last 6 months on Jan 1st, but now I have to figure
out the 1st 6 months.

Just FYI to turn off manual invoicing as an option you need to:

1 - make sure there are no non-Instant Checkout items in your store (you can
do a search of your inventory to find them), and

Again, this is why I strongly advise you to consult with an accountant. This
aspect of the law hasn't changed, by the way. I don't think the law foresees
individuals making more than the occasional sale online.

If you first change the order status to "Ready" then you can change it to "Paid"
and "Shipped". I hope this helps.

Was the seller from the US or another location where Taxes or VAT are charged?
If so, then they have to pay through the BL Onsite so that proper fees and such
can be withheld. If they paid via Paypal offsite then they bypassed this collection.

Are you able to change it using the Edit Order button?
Open the order and scroll all the way to the bottom of the page to find Edit
Order (see pic).

I have a number of orders go by pickup. But the payment is always through Paypal.
I don't want to handle cash on my doorstep. And there is the issue of ensuring
proper sales taxes are collected.

The reason I am asking about being able to accept cash payments is because through
my selling pieces on facebook market place and other avenues I have discovered
that the majority of people making large orders know of and use bricklink, and
so it would be nice (in my mind atlest) for me to be able to give them the option
to order through bricklink and then pay cash on pick up. I am happy to pay the
bricklink fees for those purchases.

I completely understand the sentiment. Personally, I like to push sales towards
BrickLink whenever possible. I have an affinity for the site, as a partner of
sorts. So I show loyalty as I would with any partner of mine. But that's
a personality thing, not a strict business decision. In other words, it's
not necessary "just don't convert BrickLink orders" as the Admin stated

  
another reason is if someone wants to pick up and pays but then doesn't actually
pick up I'm stuck holding their pieces or having to issue a refund, not sure
what is best there.

Give them a timeframe for pick-up, beyond which you'll ship the "unclaimed"
order to their registered BL address. Keep in mind though, with in-person pick
up for online transactions, you the seller, have no proof of delivery.

Allowing for in-person shopping is not my thing. But if that's what you're
interested in, you might tell them to bring additional cash in order to get that
ball roll'n. Build that local cash customer base, mentioned

Please check my previous posts on this: Customs do not check each and every parcel
that enters a member state. It's not even feasible to check 1% of all parcels
entering the EU.
Certain parcel get a red flag due certain parameters or even random checks but
99.999999% of all parcels are electronically handled by the postal services /
courriers.

As to your remark regarding the "obligation" to do this electronically, I'd
like to refer you to this page:

It's an older page from the EC stating the companies should start developing
the necessary software to be able to declare H7 customs declarations.

So there is an obligation to declare low value shipments electronically:
From 1 January 2021 the existing VAT exemption for goods up to 22 € will disappear.
In order to allow VAT to be levied, all imports into the EU will have to be declared
at the border using an electronic customs declaration.

You as a lay person are obviously under no obligation to fill in any kind of
customs declaration. That obligation lies solely with the entitiy shipping your
parcel and the company importing and delivering your package. You as a sender
are obligated to provide the necessary details to them to fill in any such form.
The CN22/CN23 form is nothing more than a summary of the declaration's details
on the outside of the parcel.
All those details (and often more) have been filled in already at that point
into a digital system as there doesn't exist a company on this planet that
would do this manually.

As to mentioning the IOSS nr: there isn't on obligation to use an IOSS nr,
period. Any European citizen is free to import (legal) goods without paying taxes
at checkout. There are still hundreds of thousands of webshops outthere who don't
use the IOSS functionality.
But IF you want to be able to benefit from such a system you need to provide
the necessary details to Customs at declaration level (meaning your shipper needs
to do this).
H7 is a highly simplified declaration system created to handle a huge amount
of parcels on a daily basis. Over 800 million such parcels pass Belgium each
year, can you imagine the nrs for countries like France or Germany?
It has been designed to work fast with little to no "wiggle room" for travesties
like IOSS not being properly handled.
As Calsbricks rightfully stated, it is still a heavy flawed system with various
results in each member state as far as I'm aware and which will create hiccups
until 2024-205 I'm afraid at this rate.

Just to be clear: it's not something I'm personally happy about. I have
had to pay double VAT twice now on American orders, so I do share the frustration
of many.

AFAICT from what I read about that other regulation, the paper CN22 is just a

Electronic interfaces refers to online marketplaces, it doesn't refer to
couriers.

I've seen nothing to indicate that the IOSS has to be communicated electronically,
except perhaps in individual member states' implementations of the directive.

You helpfully refer to the CN22/CN23, which is a paper document for customs inspection
which is required to be attached. You theoretically look at every single one
of those so yes, I would expect the IOSS inspection to happen (or realistically
not happen due to the volume issues you describe) in exactly the same way.

And if postage companies are not passing these on to customs even though they

I put in my terms that there is no way I can make sure the IOSS nr is properly
communicated with the shipper. Out beloved CanadaPost does not accept IOSS nr
and the other courier I use got IOSS nr. but still, a customer in Poland was
charged VAT for second time.

I put in my terms that buyer accept that there is nothing I can do, unless shipping
with UPS which is very expensive, and the extra shipping cost will be more than
if VAT gets charged twice.

But as some user may want to consider me at fault and request me to refund him,
I resolve the problem easily: min buy for European is 150 EURO (so that Bricklink
does not collect VAT)

I totally understand it isn't seller's fault and don't want them
to take a hit, just so frustrated with USPS.

I had 1 package which was stuck somewhere between Massachusetts and California.
At day 10 I opened a missing mail claim on USPS - you have to sign up for a free
account . Lo and behold the package was delivered the next day. Sometimes I think
you just need to give USPS a swift kick and let them know there is a problem.
I also put in my store terms that it can take 7-10 days to reach a buyer, especially
in the winter with weather delays. I never refund for late packages unless the
USPS cannot find it - I just tell the buyer that I will refund them if the missing
mail search doesn't work.

Then the courier and/or customs is lying or mistaken. You can see in Chapter
95 that toys are not subject to customs duty when imported from most countries,
and U.S. Customs does not collect sales taxes:

I work for Customs myself and I can tell you that about half of the parcel arriving
via Bpost do not have an IOSS nr allocated to the declaration. I'm sure many
of those buyers DID pay VAT at invoice.

The reason I am asking about being able to accept cash payments is because through
my selling pieces on facebook market place and other avenues I have discovered
that the majority of people making large orders know of and use bricklink, and
so it would be nice (in my mind atlest) for me to be able to give them the option

Just to show everyone what Customs see in their system when declarations enter
the automated system: the nr you see on the left of the origin country code is
the IOSS nr.
For those where that field is empty VAT will automatically be calculated and
charged by the company handling the delivery of the parcel.

In both cases the parcel will then be presented to Customs (via an automated
system) to verify if the declared value is acceptable or whether further checks
considering health / economic regulations are deemed necessary.

So the IOSS check is happening by the automated system of the company handling
your package and not by Customs as many here seem to think. So asking Customs
to refund your VAT is pointless.

IMO, the only party that can and should refund your VAT is the seller* as they
are responsible for the shipment.
Let's say you order a 400USD set from an American seller. Without your knowledge
that seller puts 10USD as declared value and "gift" as description (with an invoice
in the parcel).
The buyer in this case will end up with a hefty surcharge of VAT and import duties
and in some cases might even receive a fine for tax evasion.
Who do you think should refund these extra costs then?

I work for Customs myself and I can tell you that about half of the parcel arriving
via Bpost do not have an IOSS nr allocated to the declaration. I'm sure many
of those buyers DID pay VAT at invoice.

It is the seller's obligation to make sure the IOSS nr is properly communicated
with their shipper. It's nowhere the buyer's responsibility.
If the shipper is at fault it is still the seller's responsibility to refund
the buyer as is the same for goods lost / destroyed in transit.

Yes, charging VAT is to help protect businesses inside a trading block from cheap
goods imported from outside without those taxes being paid, and stopping citizens
from avoiding paying VAT on imports. I don't think anyone can really argue
against the collection of VAT.

Double charging VAT is different though.

It should really be the other way around. If the buyer can prove they already
paid it then the collection agency should refund the VAT they are double charging.

Oh boy you are lucky. In Denmark the handling fee is 22 EUR. I would be furious

I know from personal experience that these cases of double charged VAT can be
a serious PITA, but it's almost always the seller's / shipper's fault.
If the company sending the goods does not enter the BL IOSS nr (which the seller
has to properly provide to them) into the automated system it's hardly the
European country's postal service's fault for charging VAT when there's
no proof (in the automated system) that VAT has already been paid.

There's millions and millions of e-commerce packages arriving in each member
state on a daily basis. Do you truly believe they'd be able to verify the
paper documents for each and every parcel? Dream on

What I propose is that when a buyer can deliver proof that he / she had to pay

$1000 is a lot of money if something goes wrong.
Declining a Paypal Friends & Family payment would be the best option.
You can give the buyer a discount without waving his Paypal protection rights.

Besides, it’s against PayPal’s terms and PayPal could close your account for
that, so you’re taking more risks than you think.

Well we all like to have sellers and buyers that communicate.

But also:

Both seller and buyer has obligations in a transaction. Your seller has to pack
the item and ship it in a way that keeps its standard. This apparently has failed.

Now your obligation - if you are not happy with the ordered item - is to return
it to the seller and claim a refund.

Anything else - like mutual agreement of a partial refund - is just to hope for.
Not an obligation for the seller to do.

It's not the same because U.S. customs won't try to collect state sales
tax when packages from outside the U.S. are delivered into the U.S. You won't
have a U.S. buyer come to you saying, "hey! They wouldn't give me my package
unless I paid sales tax/customs duties! I want a refund!"

Not true. They do.

If someone is telling you this, then they are lying to you. US customs will
only hold something if they fell it is illegal or otherwise a problem. They
have nothing to do with sales taxes as they are each managed at the state level.
