| Hi,
Is it possible as a buyer to add personal comment to a lot or part in the cart?
By personal I mean that it will only be visible to me and not the seller.
Currently it is possible to add comments only to the whole order after it has
been made but
I need something in higher resolution.
For me it can be helpful to write down the purpose of the item I'm purchasing,
for later usage when the order arrives.
How do I suggest something like this to Bricklink?

alternatively, you can look for a used set and just sell the instructions, buy
a new set and ask the seller to de box it for you. Buying it individually will
almost always be more expensive than in a set

You should be aware that if a set is rare (demand higher than supply) then some
of the parts are also likely to be rare. And will probably end up costing more
than the set.

You can add a sets inventory to a 'Wanted List' (see pic).
You can then use the Wanted List to search for stores that have all the parts.

There are many excellent sellers with stores that offer conditional “free shipping”
and if you come upon a store that doesn’t, simply ask ahead of ordering.
You may be surprised how well the request is received, if when asking, you spell-out
what type of order you’re considering. Not just dollar amount, but number of
lots and the type of items too. In supplying these particulars, you’ll find more
sellers willing to entertain and reply. Basically, it's letting the seller
know that you’re serious and what costs they can expect to factor and absorb.

A common problem with Russian banks

The problem is not solely with the banks, but with PayPal. Rather than packing
up and leaving the marketplace (as they spoke of early on) they ultimately decided
to stay, accepting the new restrictions: https://www.bricklink.com/message.asp?ID=1305735
The root cause for the new restrictions is the Russian Government's concern
over the domestic money-flows. They want insight if not more control over money
movements within the country itself. Apparently instruments like PayPal were
heavily relied on for such, at least as claimed in their statements. Not that
knowing the "root cause" will help you or anyone else just trying to transact
with/from Russia using PayPal of late
