  is there a reason why some statuettes are minifigures and others are minifig, untensil, decorated?

The intention of the recent update to this page:

https://www.bricklink.com/help.asp?helpID=170

was to clarify situations like this. Take a look and see if it does.

If it doesn't, then please offer suggestions on improving the standards so
that it is clear where individual statuettes should go.

up to whatever the person who adds it feels like doing?

My sense is that if they were supposed to be a small minifig then it was added
as such and if it was used as an actual statue/toy then it was added as a utensil.

Yep.

   Astronaut guy doesn't seem to follow the pattern.

I tried to have this fixed almost three years ago and was rejected by the catalog
admins at that time without even an explanation.

30368 Minifigure, Headgear Helmet SW Darth Vader
Parts: Minifigure, Headgear

When comparing two Darth Vader figures I had, I discovered a mold variance between
two helmets. The "old" type came likey was made from 1999-2014, while The "new"
type appeared in the 2019 20th Anniversary Clone Scout Walker

Set No: 75261 Name: Clone Scout Walker – 20th Anniversary Edition
*
75261-1 (Inv) Clone Scout Walker – 20th Anniversary Edition
198 Parts, 5 Minifigures, 2019
Sets: Star Wars: Star Wars Episode 3
I think
this new mold was created because in order to create the anniversary figure lego
wanted to use a 1 piece Vader helmet, as opposed to the 2 piece helmets they
switched to a couple of years ago. This mold variation deserves a note in the
catalog entry for the helmet,, or a variant added to the catalog, but I'm
not sure which. If someone wants to take the appropriate action from here, please
go ahead. See the attached image for the differences between the two.

think one on right is a chinese knock off.

I have an original helmet from 1999 and it is fur sure the left variant, so that's
definitly not a new mold. I would also say that most if not all images here show
the left variant:
https://www.bricklink.com/catalogItemIn.asp?P=30368&in=M

And regarding the reintroduction of the old helmet in set 75261, the designers
said that the old mold was still available:
https://www.brothers-brick.com/2019/04/09/interview-with-lego-star-wars-designers-jens-kronvold-and-kurt-kristiansen-feature/

So I am wondering: Where did you find the right variant and are you sure it is
a genuine LEGO part?

I agree with Jonas.
Your "old" mold on right is suspicious. I just take a look on my Vaders from
different years and in all I have left helmet with narrow nose so your "new"
mold. And there is only one diffrence between oldest and newer Vader halmets
from this mold (later on this).
For this post I just took 4 representants from different years.
1) First one is

Minifig No: sw0004 Name: Darth Vader (Light Gray Head)
*
sw0004 (Inv) Darth Vader (Light Gray Head)
Minifigures: Star Wars: Star Wars Episode 4/5/6
years 1999-2003
My minfigure on images is from 2002 set.
2) Second one is

Minifig No: sw0277 Name: Darth Vader (White Pupils)
*
sw0277 (Inv) Darth Vader (White Pupils)
Minifigures: Star Wars: Star Wars Episode 4/5/6
years 2009-2016
My minfigure on images is from 2011 set.
3) Third one is

Minifig No: sw0599 Name: Santa Darth Vader
*
sw0599 (Inv) Santa Darth Vader
Minifigures: Star Wars: Star Wars Other
this ony came onluy in 2014 advent calendar.
4) fourth one

Minifig No: sw1029 Name: Darth Vader (20th Anniversary Torso)
*
sw1029 (Inv) Darth Vader (20th Anniversary Torso)
Minifigures: Star Wars: Star Wars Episode 4/5/6
the newest one from 2019 anniversary set.

and as you can see all of them have identical narrow nose just like "new one"
from your photo.

The only change is that somwhere in timeline LEGO started to add molded number
on this helmet and LEGO logo. Oldest ones don't have mold number and LEGO
logo. It is visible on images. But with mold number this helmet was already in
2014 advent calendar set and this helmet is identical with 2019 helmet.
btw LEGO has for this part only one mold number and one PCC
https://brickset.com/parts/design-30368

I also check that in this Vader from 2013

Minifig No: sw0464 Name: Darth Vader (Celebration)
*
sw0464 (Inv) Darth Vader (Celebration)
Minifigures: Star Wars: Star Wars Other
helmet is also already with mold number on it. (and it is of course identical
with 2019 one). I couldn't track for now when LEGO have started to molding
part number on this helmet. But beside this only difference oldest helmet without
part number are identical with newer ones with part number.
