I keep getting this message
"One or more items have changes (e.g. new price, sale amount, etc.) that
affect your order total. Please review changes and proceed to checkout again!"

I don't seem to find a button or anything to review to allow me to check
out

That is only valid when one hasn’t yet checked out.  And you can’t click on “check
out” if the prices/available quantities have changed.

So, if OP has already checked out, as they seem to say, they can’t update the
cart anymore because the items have been reserved at the prices in the cart and
the prices can’t change.

(If the seller changed the prices after the click, it’s too late.  Too bad for
the seller if it’s an increase, too bad for the buyer if it was a decrease.)

So it’s a bug somewhere else, in the shipping calculation or in the taxes one.

That isn’t the issue. I deleted the cart, added the items and then immediately
clicked “proceed to checkout”, got the same issue that it returned to store home
page …..

Can you screenshot the whole cart page?
