I used Download to save a list of parts for a build to share with another person.
The file was created, with the extension .xml
I viewed the contents using an XML parser, and it seems to be valid.

When the other person tries to Upload the XML file, they get this message:
The file Test.xml is not supported.
BrickStock/Brickstore (.bsx), LDraw (.ldr), LEGO Digital Designer (.lxf) and
Studio (.io) can be uploaded.

Is there something I'm not understanding in the Download/Upload process?

If the Download/Upload process is broken, what's the way to share parts for
a build?

There are 2 tabs on that page, one is for uploading those files listed and the
other is to paste the content of the XML file you downloaded:

https://www.bricklink.com/v2/wanted/upload.page

Seems strange it is the only place BL doesn't accept a XML upload...

Did you use a download option on the BL site?
Or from another site?

If the first: where from / what page on the site?
If the second: use BrickStore to import it and have it correct the changes automatically.

Works fine but not sure that's your problem here....

I used the Download/Upload options from the Wanted List page. I had the list
open, and clicked the buttons at the top.

I don't know what Brickstore is.

For some mysterious reasons, you can’t:
1. upload a WL XML file, you need to copy-paste,
2. you can only do that on the main upload page (Want icon | upload), not from
a given WL.

I don't know what Brickstore is.

It’s an application that allows to manage your collection (and WLs), or your
store.
Free (as a beer), open source (GPL), and multi-platform.

Oke
XML is not supported on that page (it's stupid I know...)

You need to go here:

https://www.bricklink.com/v2/wanted/upload.page?utm_content=subnav

Copy the XML file in a texteditor
And delete the first line
Copy the entire text into the text area of this page (see pic)

Proceed following the onscreen instructions.

This is what I found works.

1. Create a new Wanted List.
2. Click the "Upload" button ( New | Wanted List | Upload )
3. Change the Add to list from "Default Wanted List"
4. Select "Upload BrickLink XML Format"
5. Copy/Paste the contents of the previously downloaded XML file (opened in text
editor)
6: Click "Proceed to verify items --"

It's not as simple as I thought it would be, with the "Download"
& "Upload" buttons side-by-side on the main page.
But, once I knew to use this other path, it was straightforward.

I would suggest changing "Upload" on the main page to "Import other
formats". Then, I would put an "Upload Bricklink XML" button next
to the "Download", and have that go to the other upload path.

I would also move "Create a New Wanted List" to the top of the selections
instead of the bottom, to make it more visible.

And, I would make "Upload Bricklink XML Format" the default selection,
by placing that before "Upload a file from your computer".
