Hello, I’ve recently order some parts from someone shipping from Bangkok, I’ve
now received a email from DHL to say I have to pay a custom charge, is this something
I am responsible for paying?

I ordered some parts a few months ago from an international seller and didn’t
have to pay the custom charge.

Yes.

You should have been charged VAT, unless it was over £135.

Yes, you need to pay the VAT on import. Also a fee to assess the VAT due.

You always have to pay VAT.
but if the value is less than £135, BL charges VAT on the invoice. Then the seller
has to add documents and submit the BL's VAT number and when the packages
reaches UK, they verify that you already paid VAT and won't (hopefully!)
charge you VAT again.
If the value is over £135, BL do not charge VAT and so the courier charges you
VAT plus some extra processing fees.

Yes, if VAT wasn't collected by BrickLink (which it is for orders under £135),
then the buyer is responsible for it plus any brokerage fees.
