Good evening BrickLink,

I'd like to give stores a heads-up on sending an envelope to the United Kingdom.
The last orders by envelope gave problems, because of the lack of a CN22 form.
Apparantly it is necessary to stick such a form to a envelope too, also if the
envelope only contains an instruction.
I decided to stop shipping envelope orders to the UK for now, because of the
risk of paying twice the shipment costs.

You are right about that, but I bet 99% of stores don't put the required
forms on a small padded envelope. Just the weight (20 grams) of the CN22 form
and the required invoice makes a small order expensive and not interesting.

(That’s something that upsets me much, people doing that.  Especially in ‘holiday’
trains.  At least commuters have the excuse of wanting to be on time, and they
aren’t lugging giant suitcases and kids.)

than 15 days FR to UK

Crazy. My best is a package door to door UK to France in 36 hours pre brexit,
and that was just normal mail, not special delivery or anything.

How would they know if the envelope contains sold goods like an insturction or
it is sent by a friend as a gift? (which does not need any CN22). A friend can
send some documents, letter,....

I sent an envelope only once that contained the flattened box of a small set
because I had forgotten to include it in the first package. It went through and
was delivered.
Otherwise, I did not know what to put as CN22 or CN23? How can I inform UK customs
that this was an item that was not sent in the first package and the buyer already
paid it?

In the post office, they didn't ask me to add any documents once I confirmed
it is just "paper".

I know! Now it was an instruction, but perhaps it was a (huge) letter, do you
have to put a CN22 form on it then? Goods I get, but paperwork? Anyway, I updated
the shipment tarifs to our neighbouring country, it costs an additional stamp
to cover the weight of the paperwork.

Books are mostly paper too, but they are goods

It’s not a question of matter, it’s a question of nature and intent.  When you’re
sending a letter or some papers (a contract, forms…), you’re communicating. 
That’s different from sending goods.

For instance, if I send you a letter to say “Hello from France!”, it’s just a
