Hello,
Is there a way to know even roughly, like a percentage, how many of a MOC's
parts I already own before buying the instruction ?

I'd recommend using the rebrickable website or BrickStore (free and open
source).
Then make the inventory of what you have and then you'll get answers.

Ha ha, I come from rebrickable. Actually I exported my sets from rebrickable
to bricklink.
But what now ?
Concrete exemple. I think this MOC (https://www.bricklink.com/v3/moc-pop-up-store/15/City-Library)
is awesome. But before buying the instructions, I want to know how much missing
piece I got.
Or is the only way to know this information is to buy the instruction to be able
to export the MOC inventory to rebrickable and then get the info there ?

Pretty much, yeah

And then, you aren’t even sure you’ll get a parts list: maybe the author will
provide one, maybe they will answer favorably if you ask for one, maybe they
won’t.

Or you go through the carts the MOC-PS made line by line, with your inventory
on another screen/window.

Since it is a MOC from the Pop-Up store the parts list is on Bricklink, only
not as a file, you have to do some work
Just start the purchase, when selecting stores, choose as less as possible and
let the carts get created.
Don't checkout

Now with Brickstore (https://www.brickstore.dev/) import the created carts.
Copy paste all carts into a new list, let the items be merged.
Now you have 1 list with 355 lots with 2021 items.

I'm not sure how to use Rebrickable now, perhaps uploading it there and do
a compare on what you have?
As far as I know Bricklink has no option to check your collection against a wanted
list.
