I understand that they have, for example, been included in charity donations
and have at least once been given away at a LUG event.

(Those legitimate routes do not explain the large quantities that seem to have
become available in recent years.)

This is the issue with 'rare' test parts. They get made by the people
making the jellybean Vaders and if 'legitimate' parts are allowed then
they can be sold here whereas the other colour ones cannot. So better just to
ban the lot.

The small parts are probably easy enough to smuggle through the front door also...
