| Hi, I am a new seller, I just found out my only option for receiving payment
is through paypal, but I can't seem to find an option for adding a % for
paying through paypal. (I don't want to lose another 3%, so would like the
buyer to pay this.)
Or do I add this % as a shipping and handling fee?

Yes, because it's not allowed to charge a PayPal fee.

Why not just increase your prices a bit?
