I have a shipment that indicates delivered but a the customer has informed me
that it has not been delivered. Request what options there are to rectify the
issue? Package was sent on 17 Jan and tracking lists it delivered on 20 Jan.
Total order was around 80.00 and the address is verified correct.

From what I’ve heard in America you can actually somehow ask the postal system
(not sure if all of them) for the gps cords of where the delivery was to see
if they delivered it to the correct area. However if it was marked as delivered
then your responsibly is over and if I’m not mistaken if the package was stolen
then from a little bit of research I did a while ago it’s then (at least in some
places) something to bring up with home insurance since it was stolen private
property so you wouldn’t be liable and PayPal should side with you

The GPS request is valid. Post offices should be running reports though too
which are more accurate than one would think in knowing if a package was scanned
at the incorrect location.
