Did the original seller order and pay for that order? If so, then they are a
customer; it doesn;t matter if they are a seller. They requested you to send
the order to someone else; that's upto you, as it's not the customer's
PayPal address, but you have a papertrail with their request asking you to send
elsewhere. If it gets lost or doesn't arrive, then PayPal won't honour
a claim from them.
Cancel an order, by any means, but Leaving Negative feedback for this is not
cool. Not cool.

Wow, let's hope you as a seller never need help from another seller. I've
leaned on others in this community a few times and have never been let down.
But this is just not in the spirit of this ecosystem.
Now technically is the question should you send to an another address other than
the Paypal address? That's a legitimate question. But "I don't take
care of other sellers customers" Just WOW!!! It's not right (or wright)!!!

I would earnestly urge you to remove the negative.
-It's useful to have a network of fellow sellers to lean on in the rare case
of an inventory error.
-Something was likely off with their inventory and they went through you, because
of your selection and pricing, to try to keep their customer happy.
-What would the difference be if they had it shipped to themselves, then reshipped
it to their buyer? No difference for you, but they were maybe trying to avoid
paying postage twice.
Also, they are likely to leave retaliatory negative feedback which affects you
as a seller more because seller FB carries more weight than buyer FB does.
Ultimately, it's up to you. The market and product selection is robust enough,
imo to consider fellow sellers as friends, not evil competing enemies. I'd
have used that opportunity to be overly nice and helpful, maybe make a friend
that could help you out in the future.

If it’s already canceled I don’t think you can uncancel it but it would be a
nice gesture to the seller to ship the part free of charge and message him and
apologize for the problem

Provided the other seller hasn't gone to someone else.
I wouldn't tax your conscience over a misunderstanding, but who knows? Being
generously thoughtful can be good for the mental and may flip a few stoplisters

Maybe raise your prices, slightly? Otherwise they would (pay shipping twice)
buy from you and re-sell.
On the other hand, inventory mistakes happen. Could be a seller trying to fulfill
their buyer's order and completely unrelated to dropshipping or profit.
But that's usually a favor between larger sellers, and it's not as straightforward
as shipping to a PayPal address. If there's no issues with their recent feedback
or wording, I would do it, personally.
Hypothetically, in the future, if you don't trust them, I would suggest they
give you credit from their store for the exact amount (plus shipping). Then have
the buyer place an order in your store. Business is business.

But then the customer has an additional charge, which I assume is what the seller
was trying to avoid.

It was a childish thing to do. You were very wrong.
Sellers as well as buyers sometimes need help to fulfill an order, it could be
an inventory issue, an order that got lost or damaged etc.
Since you seek help/information on this forum why wouldn’t you return help to
others?

| I think the consensus is that you didn't do the right thing. But, you can.
Remove the negative, say you made a mistake and apologize to the customer and
offer to send the parts to his buyer if he still needs it done.

What everyone else has said. You have fundamentally misunderstood the Bricklink
community and the benefit that it provides to all sellers.
I've had requests from other sellers like the one you describe and I've
done my best to help out. As they say, what goes around, comes around. Or
as a wise person once said: "Do for others, what you would like them to do
to you."

No. This isn't the Thunderdome. If a seller placed an order with you, help
them out if you can. if you do this long enough you will be in a similar position
in the future.
Cancelling a good order is bad enough, but to leave negative FB on top is bad
bad bad.

| Per your Terms & Conditions: "There's no minimum buy or max buy. No minimum
lot or max lot. No limits or restrictions of any kind." Retroactively adding
a restriction and then harming the reputation of the other member, probably not
the right way to go here.
But you can make it right. Remove the feedback, your customer didn't deserve
that.

I have helped out other sellers who needed something shipped and have needed
other sellers to ship something for me.

| @legoranger00...Im glad you changed your mind on this. Over my 3 years of selling
Ive had to buy from other stores to fill an order or correct a mistake a handful
of times. Once just last week. One day it will happen to you.
If the store does it correctly, you wouldn't even know you were shipping
to their customer unless they told you. All they need to do is change the shipping
address when they checkout. No real reason to ask "can you ship to this address
instead?"
