Plenty of torsos for $9 or less available.
If one store has a jacked-up price just add it to your least favorite list and
move on.

Well, not "plenty"  but the price is commensurate with the price of
the minifig/CMF set

Everything in that seller's store seems way over priced. They get orders
so it must work. Unless they have scaled up all their prices to discourage orders
while away.

You must understand that this is a huge store. That means they have a lot of
people’s wanted lists completed and readily sorted so it’s easy to pick. Buyers
have a tendency to always want to buy from one store and one store only. This
one store has so much, that buyers will pay whatever it takes to have it all
in one package. They are honestly extremely smart. I myself will never shop there
though.

Simply because every seller sets their own pricing. I would imagine that some
sellers are not looking for a quick sale and more than prepared for the long
haul wait for either the market value to eventually catch up with the price point
they've set or for someone to eventually come along who's happy to pay
well above market value, be that for reasons of convenience or reasons of wealth!
It may also be that some sellers prefer to focus on selling items where they
have good stocks as these can be sold in multiple quantities plus its easier
to get into a routine of being able to quickly locate and pick parts when your
selling them week in week out.
If you compare that to a single part that the sellers never had to locate and
pick before perhaps its better to just price it high so if the seller does end
up spending lots of time trying to locate it at least they're getting good
money for it rather than hunting around for ages for something worth less than
a dollar?
