So I have had many items canceled in many orders. Usually it's a small piece
that's only a couple of cents, so I don't worry about the sales tax.

Well now I've been getting parts of orders canceled for $5-20+, but I don't
receive the sales tax back.

Why is this?

I am paying 10.25% sales tax, so on a $20 minifig that's canceled I'm
losing $2.05.

BL still hasn't fixed their refund system for this. What's happening
is that the seller will put in the amount they're refunding so say $20. They
don't know each state's tax rate either, nor should they need to really,
as the system knows. This is especially important as BL is collecting tax for
US buyers internationally.

Then the BL refund calculates what % of the $20 is tax, rather than calculating
the additional tax on top and doing that refund (I believe sites like eBay do
it properly). So the refund gives you $20 where BL is refunding $1.86 of sales
tax, and the seller is only refunding $18.14. What should happen instead is that
the seller refund $20, and BL refunds $2.05. It's been asked many times that
they fix it (change it from a tax inclusive calculation method to a tax exclusive
calc).
